CBP CSMS Messages and Web Postings

CBP has issued a CSMS message stating that the CBP Technology Service Desk email address has been changed to CBP.TECHNOLOGY.SERVICE.DESK@CBP.DHS.GOV. Effective November 2, 2009, all of ACE-related inquiries should be sent to the new email address for support. CBP has posted Amendment 44 to the Customs and Trade Automated Interface Requirements document. The following changes were made:

3. Instructions for Interconnection Security Agreement

CBP has posted instructions related to preparing and sending the mandatory Interconnection Security Agreement (ISA) to CBP. In accordance with implementation of the CBP Information Systems Security Policy, all participants that transmit electronic data directly to the AES or ACS are required to have a signed ISA on file with CBP. 4. Updated ABI Software Vendors List

CBP's Office of Information and Technology has posted an updated list of companies/persons offering data processing services to the trade community for the Automated Broker Interface. 5. Weekly TRQ/TPL Commodity Report as of November 2nd

CBP has issued its weekly tariff rate quota (TRQ) and tariff preference level (TPL) commodity report as of November 2, 2009. This report includes TRQs on various products such as beef, sugar, dairy products, peanuts, cotton, cocoa products, tobacco, certain BFTA, DR-CAFTA, Israel FTA, JFTA, MFTA, OFTA, SFTA, UAFTA (AFTA) and UCFTA (Chile FTA) non-textile TRQs, etc. Each report also includes the AGOA, ATPDEA, BFTA, DR-CAFTA, CBTPA, Haitian HOPE, MFTA, NAFTA, OFTA, SFTA, and UCFTA TPLs and TRQs for qualifying apparel and/or other textile articles, the TRQs on worsted wool fabrics, etc. (Weekly commodity report, dated 11/02/09, available at http://www.cbp.gov/linkhandler/cgov/trade/trade_programs/textiles_and_quotas/commodity/cr_11022009.ctt/cr_11022009.pdf)

6. Updated TRQ/TPL "Threshold to Fill" List

CBP has posted an updated version of its TRQ/TPL "threshold to fill" list, a quick reference to monitor TRQs and TPLs that are approaching the restraint limit or have filled the in-quota (low) rate. The list is divided into two sections - those that are at least 85% filled and those that are closed. CBP has posted an updated version of its CF 1400 (Record of Vessel in Foreign Trade Entrances) - an electronic query report for CF 1400 of the Vessel Management System (VMS), in accordance with 19 CFR 4.95, organized by entrances. CBP has also posted an updated CF 1401 (Record of Vessel in Foreign Trade Clearances) - an electronic query report for CF 1401 of the VMS, in accordance with 19 CFR 4.95, organized by clearances. 9. CBP Messages on AD and CV Duty Actions

The antidumping and countervailing messages CBP issues on behalf of the International Trade Administration are now only available on CBP's Web site at http://addcvd.cbp.gov. AD and CV ABI administrative messages are no longer issued.
