2. Obama Administration Settles Hours-of-Service Case, Agrees to Start Over on Rule

Public Citizen reports that the Department of Transportation and the Federal Motor Carrier Safety Administration have agreed to abandon their defense of unsafe, longer working hour standards for truckers the Bush administration issued in 2003. In a settlement of a lawsuit brought by Public Citizen, Advocates for Highway and Auto Safety, the Truck Safety Coalition and the International Brotherhood of Teamsters, the agencies agreed to start a new round of rulemaking that could result in reduced hours of service for truckers. 3. CPSC Statement of Policy on Testing and Certification for Lead Content in Children's Products

5. President Continues National Emergency with Respect to Sudan

6. Locke Comments on U.S.-China JCCT Trade Talks

On October 29, 2009, China and the U.S. began the 20th China-US Joint Commission on Commerce and Trade (JCCT) talks. U.S. Commerce Secretary Locke highlighted the significance of this year's talks, saying, "It was the first JCCT meeting of President Obama's administration and comes a few weeks ahead of President Obama's first visit to China." 7. WTO Publishes 2009 International Trade Statistics

The World Trade Organization has published its latest annual compilation of international trade statistics. 8. EU and U.S. Adopt New Energy Star Criteria for Monitors, Etc.

The European Commission and the U.S. Environmental Protection Agency have agreed to adopt new ambitious specifications for displays (including monitors) under the EU-U.S. Energy Star Program. The new criteria are effective as of October 29, 2009, and are expected to trigger about 9 TWh electricity savings during the next five years. 9. EC Targets Countries for Closer Cooperation in IPR Enforcement

In a recent report, the EC has targeted a number of countries for closer cooperation in the field of Intellectual Property Rights enforcement. 10. ITA Issues Preliminary AD Determinations on PE Retail Carrier Bags from Indonesia and Vietnam

The International Trade Administration has issued a fact sheet announcing its preliminary affirmative AD duty determinations on polyethylene retail carrier bags from Indonesia and Vietnam, with preliminary AD duty rates ranging from 67.18% to 67.62% for Indonesia, and 52.30% to 76.11% for Vietnam.
