CBP Still Accepting ISF Progress Report Registration, Now Available to C-TPAT Tier 2 Importers

ISF Filers, C-TPAT Tier 2 and 3 Importers Can Register to Receive Reports
CBP states that ISF filers and Customs-Trade Partnership Against Terrorism (C-TPAT) Tier 2 and Tier 3 importers are eligible to register to receive progress reports.
All other ISF importers must obtain a copy of their ISF progress report from their authorized ISF filer.
(The eligibility for C-TPAT Tier 2 importers to receive the progress reports appears to be new. CBP's 10+2 FAQs, which were updated September 30, 2009, stated that it only allowed Tier 3 C-TPAT members the opportunity to register with CBP to receive their ISF progress reports directly from CBP. CBP officials previously said that the progress reports would first be delivered to Tier 3 importers, than Tier 2, and finally Tier 1.1)
Requests Should Contain Certain Information
Requests for progress reports should be sent to: progress_report@cbp.dhs.gov. Filers should provide their company name, filer code, point of contact, point of contact telephone, and email address to which the report should be sent.
C-TPAT Tier 2 and Tier 3 importers should provide the same information except instead of a filer code they should provide the importer of record numbers they wish included in the report as well as which Tier they are.
Reports Start First Week of Month After Registering, Info Goes Back to January
CBP does not typically respond to registration requests unless there is a problem with the information submitted. The first report can be expected in the first week of the month after registering. Each report provides information going back to January, 2009.
1Certified C-TPAT companies that have not been validated are granted Tier 1 status (and limited benefits). C-TPAT companies that successfully undergo a validation are eligible to receive Tier 2 (if minimum security criteria are met) or Tier 3 status (if minimum security criteria are exceeded and security best practices are adopted) and to receive the associated benefits.
