1. COAC Air Cargo Subcommittee Meeting Minutes, Matrix
CBP also posted the air cargo matrix that will be used to identify areas of possible redundancy and/or areas that could be leveraged to improve and streamline domestic and international air cargo security. COAC sources have previously stated that CBP would be posting updates to the matrix on a weekly basis. Highlights of the changes made in the October 20, 2009 version of the matrix include:
Indirect Air Carrier Standard Security Program requirements for truckers have been listed
Hazardous materials requirements for truckers have been listed
Transportation Worker Identification Credential (TWIC) requirements for truckers have been listed
Additional details have been listed for the Customs-Trade Partnership Against Terrorism (C-TPAT) requirements for highway carriers
Canada's Partners-in-Protection (PIP) requirements for truckers have been listed
2. Oct 22nd Opening of 180-Day Special Import Quota for Upland Cotton
CBP has posted a memorandum announcing a special import quota of 14,094,794 kg for upland cotton that is provided for in HTS Chapter 99, Subchapter III, U.S. Note 6 and is entered under HTS 9903.52.67. (CBP notes that this quantity is not subject to the tariff rate quotas in Chapter 52 Additional U.S. Notes 5 through 10.)
The quota period is October 22, 2009 - April 19, 2010; to be counted under this quota, the cotton must be imported during this period and purchased not later than January 19, 2010. The opening date is October 22, 2009. The antidumping and countervailing messages CBP issues on behalf of the International Trade Administration are now only available on CBP's Web site at http://addcvd.cbp.gov. AD and CV ABI administrative messages are no longer issued.
