CBP Issues 10+2 Information on BOL Matching, Pending Transaction Sets, & Other CSMS Messages and Postings

1. CBP Issues 10+2 CSMS Messages

CBP will implement bill matching logic that will compare the bill of lading (BOL) type along with the BOL number in order to determine if the BOL presented in the Importer Security Filing (ISF) pairs with a BOL filed in the Automated Manifest System (AMS)

Pending transaction sets for ISF updated: certain changes will be effective November 14, 2009

Additional changes will become effective mid-December

2. CBP Deploys New Radiation Sensing Technology at Friday Harbor

On October 9, 2009, U.S. Customs and Border Protection deployed a mobile Radiation Portal Monitor at the Friday Harbor port of entry, located on San Juan Island in Washington State. (News release, dated 10/08/09, available at http://www.cbp.gov/xp/cgov/newsroom/news_releases/10082009_8.xml)

3. Oct 15th Opening of 180-Day Special Import Quota for Upland Cotton

CBP has posted a memorandum announcing a special import quota of 14,094,794 kg for upland cotton that is provided for in HTS Chapter 99, Subchapter III, U.S. Note 6 and is entered under HTS 9903.52.66. (CBP notes that this quantity is not subject to the tariff rate quotas in Chapter 52 Additional U.S. Notes 5 through 10.) The quota period is October 15, 2009 - April 12, 2010; to be counted under this quota, the cotton must be imported during this period and purchased not later than January 12, 2010. The opening date is October 15, 2009. 4. CBP Broker Appeals Final Rule Posted

CBP has posted its final rule to amend the CBP regulations by delegating the final administrative appeal on a failing grade on the customs broker's written examination from the Secretary of Homeland Security (or her designee) to the Assistant Commissioner, Office of International Trade, CBP. 5. Updated ABI Software Vendors List

CBP's Office of Information and Technology has posted an updated list of companies/persons offering data processing services to the trade community for the Automated Broker Interface.
