Automated Invoice Interface

Record Identifier C08 (Input) - Made correction "CU" to "SU" in fourth paragraph of Note 2.

2. Updated Draft ACE ABI CATAIR Chapter

CBP has posted an updated version of its draft ACE AD/CVD Case Information Query Examples chapter for the ACE ABI CATAIR. This chapter has been posted in advance of the deployment of AD/CVD entry summary type 03 and related processing in ACE, which is expected in January 2010. 3. Updated TSN User Requirement Tracking Matrix Report

CBP has posted an updated version of the Trade Support Network's User Requirement Tracking Matrix (URTM) report, which provides information on the user requirement recommendations and Great Idea Forms (GIFs) submitted by the trade community via the TSN committees. 4. User Requirement Tracking Matrix Analysis

CBP has posted a URTM analysis document which contains the number of requirements/GIFs submitted by the Trade Support Network Committees and their current status. 5. FY 2010 Raw Cane Sugar TRQ Opened October 1st

CBP has issued a memorandum announcing the opening of the tariff rate quota on raw cane sugar as provided for in HTS Chapter 17, Additional U.S. Note 5 for fiscal year 2010. This TRQ opened on October 1, 2009, with certain countries being allocated certain quantities (see memo for list).

An original certificate of quota eligibility (CQE) will be required with the date of the current quota period (2009-2010) for any entry presented for raw cane sugar from the listed countries and areas. Any country without a quantity allocation, which is not subject to a U.S. embargo, may export raw cane sugar, provided it is entered at the over-quota duty rate (these countries are not required to furnish a CQE). CBP's notice lists the relevant HTS Chapters 17 and 99 tariff numbers. 6. FY 2010 Sugar-Containing Products TRQ Opened October 1st

CBP has issued a memorandum announcing the opening of the TRQ on sugar-containing products as provided for in HTS Chapter 17, Additional U.S. Note 8 for FY 2010. This TRQ opened on October 1, 2009 and the TRQ level for Canada is 59,250,000 kg and 5,459,000 kg for other countries (except Mexico).

CBP's notice lists the related HTS Chapters 17, 18, 19, 21, and 99 tariff numbers. Entries from Jordan, Singapore, Chile, Australia, Morocco, El Salvador, Honduras, Nicaragua, Guatemala, Bahrain, Dominican Republic, Costa Rica, Peru, and Oman should be presented as a type 02 entry using the high rate (over-quota) tariff number provided for in HTS Chapters 17, 18, 19, or 21 without the HTS Chapter 99 tariff number. These entries must also be reported through the ACS quota module. 7. FY 2010 Refined and Specialty Sugar TRQ Opened October 1st

CBP has issued a memorandum announcing the opening of the global TRQ on refined and specialty sugar as provided for in HTS Chapter 17, Additional U.S. Note 5 for FY 2010. This TRQ opened on October 1, 2009. The TRQ level is 7,090,000 kg (no CQE or specialty sugar certificate required), with an additional allocation of 10,300,000 kg for Canada (CQE required), and 2,954,000 kg for Mexico (CQE required).

There will be five successive openings for specialty sugar, available on a first-come, first-served basis, on October 20, 2009; November 10, 2009; January 12, 2010; May 17, 2010; and August 24, 2010.

9. Border Patrol's Weekly Blotter

10. CBP Messages on AD and CV Duty Actions

The antidumping and countervailing messages CBP issues on behalf of the International Trade Administration are now only available on CBP's Web site at http://addcvd.cbp.gov. AD and CV ABI administrative messages are no longer issued.
