CBP CSMS Messages and Web Postings
According to CBP's August/September 2009 ACE Trade Account Owner update, it has been discovered that if a carrier or their agent requests an in-bond move via their ACE Portal e-Manifest declaration and they use certain Units of Measure (UOM) descriptions in the shipment/commodity/quantity and weight section, the in-bond request will be rejected internally by the system with no error message being returned to the carrier.

1. Certain In-Bond Unit of Measure Codes Should Not be Used When Filing In-Bond Shipments via ACE
This may be the cause of situations where a carrier has requested an in-bond move via their ACE Portal e-Manifest only to be told by CBP at the border that the in-bond request is not in the system. CBP is investigating this issue and has recommended that certain UOM codes not be used in certain situations until the issue has been resolved (see update for codes, etc.).

2. CSMS Message on New Section 421 Duties for Tires from China
CBP has issued a CSMS message on the additional duties that are being imposed on imports of certain tires for passenger vehicles and light trucks that are produced in China and entered or withdrawn from warehouse for consumption on or after September 26, 2009.

3. PNSI Was Down on September 26th
CBP has issued a CSMS message stating that FDA's Prior Notice System Interface was scheduled to be down on September 26, 2009 from approximately 3:00 am to 6:00 am.
