CBP Expected to Soon Issue Proposed Rule on In-Bonds
U.S. Customs and Border Protection officials discussed plans to change the in-bond regulations at the September 13-16, 2009 National Customs Brokers & Forwarders Association of America Government Affairs Conference.

(CBP previously announced that it intended to amend the in-bond regulations, stating that the goals of the planned changes were to (1) improve its oversight and enforcement of the in-bond requirements; (2) enhance accountability and tracking of in-bond movements; and (3) mitigate any security and revenue vulnerabilities that might exist in the current in-bond process.)

Proposed Rule Expected in November/December 2009
A proposed rule on potential changes to the in-bond regulations is expected to be published in the Federal Register in November or December 2009.
Would Address Electronic In-Bond Filing, Timeframes, Etc.
The proposed rule is expected to address:
a requirement for the electronic filing of in-bonds
consistent/standard time frames
CBP notification of freight diversions
specificity for address location codes
