1. CATAIR Amendment 42 Posted

2. Sept 3 Opening of 180-Day Special Import Quota for Upland Cotton
CBP has posted a memorandum announcing a special import quota of 13,907,772 kg for upland cotton that is provided for in HTS Chapter 99, Subchapter III, U.S. Note 6 and is entered under HTS 9903.52.60. (CBP notes that this quantity is not subject to the tariff rate quotas in Chapter 52 Additional U.S. Notes 5 through 10.)
The quota period is September 3, 2009 - March 1, 2010; to be counted under this quota, the cotton must be imported during this period and purchased not later than December 1, 2009. The opening date is September 3, 2009.

3. Issue with ACE Quick View Reports
CBP has issued a CSMS message stating that it has discovered an issue with the entry summary count in Quick View Reports. The number of entry summaries is correct when running the filer Activity Summary - Top 5 HTS number report.
For all other Quick View Reports for filers and importers, the number of entry summaries may be over-stated when the report is run. CBP is aware of the issue and will make every effort to resolve it as soon as possible. In the interim, users can run Account Management Entry Summary Aggregate Report AM 015 to view the number of entry summaries filed. 4. Tips for New Importers & Exporters

5. ESAR Fact Sheet
CBP has posted an ACE Entry Summary, Accounts and Revenue (ESAR) at-a-glance fact sheet. The fact sheet covers current and future ACE ESAR features and functionality. 6. Updated ABI Software Vendors List
CBP's Office of Information and Technology has posted an updated list of companies/persons offering data processing services to the trade community for the Automated Broker Interface. 7. Updated TRQ/TPL "Threshold to Fill" List
CBP has posted an updated version of its TRQ/TPL "threshold to fill" list, a quick reference to monitor TRQs and TPLs that are approaching the restraint limit or have filled the in-quota (low) rate. The list is divided into two sections - those that are at least 85% filled and those that are closed. 9. CBP Messages on AD and CV Duty Actions
The antidumping and countervailing messages CBP issues on behalf of the International Trade Administration are now only available on CBP's Web site at http://addcvd.cbp.gov. AD and CV ABI administrative messages are no longer issued.
