CBP CSMS Messages and Web Postings

CBP has announced that it will be providing free North America Free Trade Agreement training in Pembina, North Dakota on September 16, 2009. This training is being provided to help the international trade community better understand the necessary requirements for claiming NAFTA on merchandise entering the U.S.

1. CBP to Provide Free NAFTA Training in North Dakota on September 16th

The training is free and will cover completion of the NAFTA certificate of origin, NAFTA qualifying operations, tariff shift, regional value content, and record keeping requirements.

2. CATAIR Amendment 41 Posted

CBP has posted Amendment 41 to the Customs and Trade Automated Interface Requirements document. The following changes were made:

Automated Invoice Interface

Record Identifier C19 (Input) - Made edits in description of "Related Document Identifier" data element

Record Identifier C35 (Input) - Changed Length/Class of "Commercial Description" data element from "70AN" to "70X"

Appendix B - Valid Codes

Added paragraph to introduction of "Related Document Identifiers"

Appendix N - Disposition Codes

Changed all references of "USDA" to "CBPA" - (Customs and Border Protection Agriculture)

3. Updated ABI Software Vendors List

CBP's Office of Information and Technology has posted an updated list of companies/persons offering data processing services to the trade community for the Automated Broker Interface. 4. Updated TRQ/TPL "Threshold to Fill" List

CBP has posted an updated version of its TRQ/TPL "threshold to fill" list, a quick reference to monitor TRQs and TPLs that are approaching the restraint limit or have filled the in-quota (low) rate. The list is divided into two sections - those that are at least 85% filled and those that are closed. The antidumping and countervailing messages CBP issues on behalf of the International Trade Administration are now only available on CBP's Web site at http://addcvd.cbp.gov. AD and CV ABI administrative messages are no longer issued.
