CBP Notice on Implementation of Modified ISF Transaction Sets, Says Certain Errors Will Become Fatal

U.S. Customs and Border Protection has issued a CSMS message stating that CBP implemented a number of changes to the Importer Security Filing (ISF) processing on July 12, 2009.

Two Changes of Note

CBP states the two changes of note are:

Updated ANSI X12 309 transaction set. CBP has corrected errors to the ANSI X12 309 Importer Security Filing transaction set, as well as added and/or clarified many of the descriptions and explanations within this document.

The major changes to this document are listed below:

Qualifier CIN was removed from REF01 at position 0310

Acceptable values for BIN and BIC have been added to REF04

Qualifier 24 was added back to N103 at position 1000 to report an IRS

Qualifier EI in N103 at position 1585 was replaced with 24

Certain errors to become fatal on August 15th. Along with the transaction set changes that were implemented, CBP has continued to add data edits to ISF programming. These validations help to ensure that CBP is receiving appropriate information in ISF transactions. The following edits were implemented as warnings on July 12, 2009, but will become fatal errors on August 15, 2009:

Edit for missing Importer of Record

    • CATAIR / CAMIR - Error Code 302, Error Message 'Importer Required'
    • X.12 - Error Message '485 NM1 Missing Importer'

Edit for incorrect Action Reason Code

    • CATAIR / CAMIR - Error Code 132, Error Message 'Invalid Action Reason Code'
    • X.12 - Error Message '470 M1016 Invalid Value'

CBP states that questions should be directed to Client Representatives, or 703-650-3500.
