CBP CSMS Messages and Web Postings
CBP has issued a CSMS message announcing recent changes to the 2009 Harmonized Tariff Schedule (HS Update No. 0902). This update contains 25,777 ABI records and 4,334 harmonized records. Changes include the following:

1. Harmonized System Update - Changes to the 2009 HTS
Modifications made as a result of the 484(f) Committee, the Committee for Statistical Annotation of Tariff Schedules. These changes are effective on July 1, 2009.
Changes required by the verification of the 2009 HTS
CBP states that updated records are currently available to all ABI participants and can be retrieved electronically via the procedures outlined in the Customs and Trade Automated Interface Requirements (CATAIR).

2. Cancellation of Textile Visa Requirements for Certain Russian Clothes
The Committee for the Implementation of Textile Agreements has issued a directive to CBP terminating the textile visa arrangement with Russia for Category 435, women's and girl' wool coats. Because textile and apparel imports into the U.S. from the Russian Federation are no longer subject to quota restrictions, there is no need to maintain the visa requirements. 3. Cancellation of ELVIS Requirements from China
CITA has issued a directive to CBP cancelling the ELVIS requirements and Quota Reporting requirements for goods exported from China prior to January 1, 2009. The U.S. canceled all previous directives concerning requirements for ELVIS transmissions effective for goods exported from China on and after January 1, 2009. This action is consistent with the terms of the bilateral agreement on textiles and apparel between the U.S. and China governments. 4. Annual Trade Symposium Scheduled for December 8 - 10th
CBP has issued a CSMS message stating that 2009 Trade Symposium is scheduled for December 8 - 10, 2009, and will be held at the Walter E. Washington Convention Center in Washington, DC. 6. ABI Software Vendors List Updated
CBP's Office of Information and Technology has posted an updated list of companies/persons offering data processing services to the trade community for the Automated Broker Interface. 7. Updated TRQ/TPL "Threshold to Fill" List
CBP has posted an updated version of its TRQ/TPL "threshold to fill" list, a quick reference to monitor TRQs and TPLs that are approaching the restraint limit or have filled the in-quota (low) rate. The list is divided into two sections - those that are at least 85% filled and those that are closed.
