CBP CSMS Messages and Web Postings
CBP has issued a CSMS message reminding the trade that Phase 3 (nationwide deployment to all remaining ports) of ACE entry summary filing capabilities was to be deployed on June 18, 2009. This is the final deployment for the 39 volunteers that responded to CBP's original request for comments and indication of interest to participate in the entry summary test. Additional entry filers are still scheduled to be permitted to transmit ACE entry summaries beginning on June 29, 2009. ACE is also expected to support type 01 and 11 ACE entry summaries filed through remote location filing (RLF) by June 29, 2009. 1. Reminder: National Deployment of ACE Entry Summary Filing
2. Weekly TRQ/TPL Commodity Report as of June 15th
CBP has issued its weekly tariff rate quota (TRQ) and tariff preference level (TPL) commodity report as of June 15, 2009. This report includes TRQs on various products such as beef, sugar, dairy products, peanuts, cotton, cocoa products, tobacco, certain BFTA, DR-CAFTA, Israel FTA, JFTA, MFTA, OFTA, SFTA, UAFTA (AFTA) and UCFTA (Chile FTA) non-textile TRQs, etc. Each report also includes the AGOA, ATPDEA, BFTA, DR-CAFTA, CBTPA, Haitian HOPE, MFTA, NAFTA, OFTA, SFTA, and UCFTA TPLs and TRQs for qualifying apparel and/or other textile articles, the TRQs on worsted wool fabrics, etc. (Weekly commodity report available at http://www.cbp.gov/linkhandler/cgov/trade/trade_programs/textiles_and_quotas/commodity/cr06152009.ctt/cr06152009.pdf)
3. Updated TRQ/TPL "Threshold to Fill" List
CBP has posted an updated version of its TRQ/TPL "threshold to fill" list, a quick reference to monitor TRQs and TPLs that are approaching the restraint limit or have filled the in-quota (low) rate. The list is divided into two sections - those that are at least 85% filled and those that are closed. 4. June 18 Opening of 180-Day Special Import Quota for Upland Cotton
CBP has posted a memorandum announcing a special import quota of 13,063,117 kg for upland cotton that is provided for in HTS Chapter 99, Subchapter III, U.S. Note 6 and is entered under HTS 9903.52.54. (CBP notes that this quantity is not subject to the tariff rate quotas in Chapter 52 Additional U.S. Notes 5 through 10.)
The quota period is June 18 - December 14, 2009; to be counted under this quota, the cotton must be imported during this period and purchased not later than September 15, 2009. The opening date is scheduled for June 18, 2009. CBP has posted an updated version of its "ACE on the Road" event schedule, which includes the following event:
July 1, 2009 - ACE Information Seminar in Anchorage, AK. A conference flyerwas posted. In addition, CBP issued a CSMS message on the conference.
Topics for this seminar include the current status of ACE, future releases of ACE, ACE reports (demonstration), etc.
