2. Registration for Northern Border Highway Carrier C-TPAT Conference Opens June 1st

CBP has issued a notice announcing that registration for the first annual C-TPAT Northern Border Highway Carrier Conference is set to open on June 1, 2009 at 12:00 p.m. EST. There will be no registration fee for this conference: however, space is limited to approximately 500 participants for the one day conference to be held on Wednesday, August 19, 2009 in Buffalo, NY. 3. May 28th Opening of 180-Day Special Import Quota for Upland Cotton

CBP has posted a memorandum announcing a special import quota of 13,711,541 kg for upland cotton that is provided for in HTS Chapter 99, Subchapter III, U.S. Note 6 and is entered under HTS 9903.52.51. (CBP notes that this quantity is not subject to the tariff rate quotas in Chapter 52 Additional U.S. Notes 5 through 10.)

The quota period is May 28 - November 23, 2009; to be counted under this quota, the cotton must be imported during this period and purchased not later than August 25, 2009. The opening date was scheduled for May 28, 2009. 4. Updated TRQ/TPL "Threshold to Fill" List

CBP has posted an updated version of its tariff rate quota/tariff preference level "threshold to fill" list, a quick reference to monitor TRQs and TPLs that are approaching the restraint limit or have filled the in-quota (low) rate. The list is divided into two sections - those that are at least 85% filled and those that are closed. 5. April 2009 TSN Activity Report
