CBP CSMS Messages and Web Postings

1. COAC Air Cargo Security Subcommittee Created

According to the Statement of Work for the subcommittee, it will advise COAC of any advice or recommendations related to air cargo security issues. Specifically the subcommittee is expected to provide an assessment of cargo security requirements impacting domestic and international air cargo security to identify areas of possible redundancy and/or areas that could be leveraged to improve and streamline air cargo security.

2. Weekly TRQ/TPL Commodity Report as of May 26th

CBP has issued its weekly tariff rate quota (TRQ) and tariff preference level (TPL) commodity report as of May 26, 2009. This report includes TRQs on various products such as beef, sugar, dairy products, peanuts, cotton, cocoa products, tobacco, certain BFTA, DR-CAFTA, Israel FTA, JFTA, MFTA, OFTA, SFTA, UAFTA (AFTA) and UCFTA (Chile FTA) non-textile TRQs, etc. Each report also includes the AGOA, ATPDEA, BFTA, DR-CAFTA, CBTPA, Haitian HOPE, MFTA, NAFTA, OFTA, SFTA, and UCFTA TPLs and TRQs for qualifying apparel and/or other textile articles, the TRQs on worsted wool fabrics, etc. (Weekly commodity report available at http://www.cbp.gov/xp/cgov/trade/trade_programs/textiles_and_quotas/commodity/)

3. Updated TRQ/TPL "Threshold to Fill" List

CBP has posted an updated version of its tariff rate quota/tariff preference level "threshold to fill" list, a quick reference to monitor TRQs and TPLs that are approaching the restraint limit or have filled the in-quota (low) rate. The list is divided into two sections - those that are at least 85% filled and those that are closed. 4. Updated Public ACS FIRMS Report

CBP has posted an updated version of its Public Automated Commercial System FIRMS (Facilities Information and Resources Management Systems) report that is organized by port code and alphabetically by company name. 5. Updated CF 1400, CF 1401 Posted

CBP has posted an updated version of its CF 1400 (Record of Vessel in Foreign Trade Entrances) - an electronic query report for CF 1400 of the Vessel Management System (VMS), in accordance with 19 CFR 4.95, organized by entrances. CBP has also posted an updated CF 1401 (Record of Vessel in Foreign Trade Clearances) - an electronic query report for CF1401 of the VMS, in accordance with 19 CFR 4.95, organized by clearances. 6. Reminder: WHTI Requirements Go into Effect June 1st

CBP has issued a CSMS message reminding the trade that on June 1, 2009 the Western Hemisphere Travel Initiative (WHTI) will go into effect at land and seaports of entry, requiring travelers - including U.S. and Canadian citizens - to present an approved travel document to enter the U.S. In addition, as June 1, 2009, electronic truck manifests submitted via ACE without approved WHTI documents for drivers will be rejected unless the identifying number of at least one of the listed documents is submitted with each crew and passenger record in an ACE e-Manifest. 7. CBP Seizes Counterfeit Bearings

CBP has issued a news release announcing that import specialists seized counterfeit bearings with a domestic value of $14,652 and an estimated manufacturer's suggested retail price of nearly $130,000. In the month of May, CBP import specialists at Phoenix Sky Harbor Airport seized four shipments totaling more than 1,200 bearings that arrived from China via truck from Los Angeles seaport containing counterfeit trademarks. 8. CBP Seizes Counterfeit Sunglasses

CBP has issued a news release announcing that import specialists at Los Angeles International Airport seized a shipment of sunglasses containing counterfeit trademarks with an estimated manufacturer's suggested retail price of $1.8 million and a domestic value of $234,795. The antidumping and countervailing messages CBP issues on behalf of the International Trade Administration are now only available on CBP's Web site at http://addcvd.cbp.gov. AD and CV ABI administrative messages are no longer issued.
