CBP has issued the April 2009 ACE Trade Account Owner (TAO) update. 3. May 7th Opening of 180-Day Special Import Quota for Upland Cotton

CBP has posted a memorandum announcing a special import quota of 13,711,541 kg for upland cotton that is provided for in HTS Chapter 99, Subchapter III, U.S. Note 6 and is entered under HTS 9903.52.48. (CBP notes that this quantity is not subject to the tariff rate quotas in Chapter 52 Additional U.S. Notes 5 through 10.)

The quota period is May 7 - November 2, 2009; to be counted under this quota, the cotton must be imported during this period and purchased not later than August 4, 2009. The opening date was scheduled for May 7, 2009. 4. CBP to Hold C-TPAT Northern Border Highway Carrier Conference

CBP has issued a news release announcing the first annual C-TPAT Northern Border Highway Carrier Conference, which will be held on August 19, 2009 in Buffalo.

CBP states that this conference will differ from the annual C-TPAT symposium in that it will be geared specifically towards the Northern border highway carrier community and the issues, concerns it faces, such as: FAST, sealing, ACE e-Manifest, highway carrier minimum-security criteria, validation and revalidation of a highway carrier, PIP/C-TPAT activities, etc. There is no registration fee; however, space is limited to approximately 500 participants. 5. Updated ACE Application

6. Modified ACE EDI Messages for Release 4 Truck Manifest

CBP has posted an updated version of the 2009 Record of Changes in ANSI X.12 and UN EDIFACT. According to the Change Record, CBP made the following modifications to ACE EDI messages for Release 4 Truck Manifest effective May 4, 2009:
