2. CBP Announces Expansion of ACE Entry Summary Filing

CBP has issued a CSMS on the expansion of ACE entry summary filing to additional ports and filers. BP is checking with CBP on certain issues in the message and expects to provide additional details in a future issue of ITT. 3. CBP Officials Say CBP Taking a Closer Look at Outbound Cargo on Southwest Border for Weapons, Currency

At the National Customs Brokers and Forwarders Association of America's annual conference, a U.S. Customs and Border Protection official, Todd Owen, discussed CBP's efforts to step up enforcement along the southwest border while ensuring the timely facilitation of cargo. Owen noted that there is an increased emphasis on southwest border enforcement, for both cargo and personal vehicles going into Mexico. Owen added that CBP is looking at outbound cargo to a much greater degree than what it has in the past couple of years in order to find weapons and currency. Acting Commissioner Ahern, who also spoke at the conference, said that CBP is increasing outbound inspections of vehicles. 5. Instructions for Using ACE CBP Forms

CBP has issued a CSMS message containing an attachment with detailed instructions for the trade community on using the CBP forms and Mode of Communication capabilities that were delivered as part of the ESAR A2.2 deployment on April 12, 2009. The CBP Forms User Guide includes such topics as: granting user access to Mode of Communication and CBP forms, selecting or changing Mode of Communication; viewing, searching, printing or responding to a CBP Form 28, 29, 4647 and responding to a post summary request for documents. 6. Neche Port of Entry Remains Closed Due to Flooding

CBP has issued a Unified Business Resumption Message (UBRM) stating that the Neche port of entry remains closed due to flooding. In addition, Highway 18 remains closed for approximately one mile south of the port of entry to the Canadian border. 7. Reference List for ACS Specific AD/CVD Administrative Messages

CBP has posted a notice providing a list of ACS specific antidumping/countervailing duty (AD/CVD) administrative messages. The list provides hyperlinks to administrative messages on the following subjects: AD/CVD cases with either an ad valorem or specific rate, use of special value field for AD/CVD entries, ABI submission of specific duty rate for AD/CVD cases, expansion of AD/CVD deposit rate fields, GRI 3(b) and 3(c) sets, and AD/CVD reference file extract. 8. Weekly TRQ/TPL Commodity Report as of April 27th

CBP has issued its weekly tariff rate quota (TRQ) and tariff preference level (TPL) commodity report as of April 27, 2009. This report includes TRQs on various products such as beef, sugar, dairy products, peanuts, cotton, cocoa products, tobacco, certain BFTA, DR-CAFTA, Israel FTA, JFTA, MFTA, OFTA, SFTA, UAFTA (AFTA) and UCFTA (Chile FTA) non-textile TRQs, etc. Each report also includes the AGOA, ATPDEA, BFTA, DR-CAFTA, CBTPA, Haitian HOPE, MFTA, NAFTA, OFTA, SFTA, and UCFTA TPLs and TRQs for qualifying apparel and/or other textile articles, the TRQs on worsted wool fabrics, etc. (Weekly commodity report available at http://www.cbp.gov/xp/cgov/trade/trade_programs/textiles_and_quotas/commodity/)

9. Summary of AESTIR Changes for May 1st

CBP has posted a summary of changes to the Automated Export System Trade Interface Requirements (AESTIR) to its Web site, indicating that Version 1.0 will be changed on May 1, 2009 as follows:

CBP has posted an updated version of its CF 1400 (Record of Vessel in Foreign Trade Entrances) - an electronic query report for CF 1400 of the Vessel Management System (VMS), in accordance with 19 CFR 4.95, organized by entrances. CBP has also posted an updated CF 1401 (Record of Vessel in Foreign Trade Clearances) - an electronic query report for CF1401 of the VMS, in accordance with 19 CFR 4.95, organized by clearances.
