CBP CSMS Messages and Web Postings

CBP has posted April 15, 2009 versions of five "pending release" editions of existing Importer Security Filing transaction sets. According to CBP sources, these pending transaction sets will become effective no sooner than May 18, 2009. CBP will notify the trade approximately one to two weeks in advance via a CSMS message when a definitive date is determined. The transaction sets are:

2. Revised ICPs on Vending Machines, Eyewear Contain No Substantive Changes

3. Updated "ACE on the Road" Event Schedule

CBP has posted an updated version of its "ACE on the Road" event schedule, which includes the following event:

May 12, 2009 - ACE Information Seminar in Chicago, IL. A conference flyerwas posted. In addition, CBP issued a CSMS message announcing this seminar.

Topics for this seminar include the current status of ACE, future releases of ACE, ACE reports (demonstration), etc.

4. PMS Report Problem Fixed

5. DHS Secretary Visits Southwest Border

CBP has issued a news release announcing that DHS Secretary Napolitano visited the Bridge of the Americas at the El Paso port of entry on Wednesday, April 15, 2009. 7. Updated TRQ/TPL "Threshold to Fill" List

CBP has posted an updated version of its TRQ/TPL "threshold to fill" list, a quick reference to monitor TRQs and TPLs that are approaching the restraint limit or have filled the in-quota (low) rate. The list is divided into two sections - those that are at least 85% filled and those that are closed. 8. CDSOA FAQs

9. Preliminary Injunction on FY 2008 CDSOA Shrimp Distributions

CBP has issued a notice stating that on November 13, 2008, at the request of twelve plaintiffs in case number 08-00394, the Court of International Trade issued a temporary restraining order preventing CBP from making timely distribution of CDSOA funds available in FY 2008 for certain frozen warmwater shrimp and prawn from Ecuador, Brazil, India, Thailand, Vietnam, and China (case numbers A-331-802, A-351-838, A-533-840, A-549-822, A-552-802, and A-570-893).

The temporary restraining order was converted to a preliminary injunction, and will remain in effect until 5:00 p.m. on May 15, 2009 or until the CIT rules on the merits of the case, whichever date is sooner. CBP is prevented from making distributions until the case is resolved. 10. New Technology Available to CBP Officers in San Juan

CBP has issued a news release announcing that the San Juan field office has unveiled its newest addition to the team, a high energy mobile x-ray system that uses an x-ray source to produce images of tankers, commercial trucks, sea and air containers and other vehicles for contraband. 13. CBP Messages on AD and CV Duty Actions

The antidumping and countervailing messages CBP issues on behalf of the International Trade Administration are now only available on CBP's Web site at http://addcvd.cbp.gov. AD and CV ABI administrative messages are no longer issued.
