CBP Posts ACE Entry Summary Instructions, Business Rules & Process Document
U.S. Customs and Border Protection has posted a document providing instructions for fling entry summaries in the Automated Commercial Environment. CBP has also posted an ACE entry summary business rules and process document for the trade.

(ESAR A2.2, which was deployed on April 12, 2009, allows for the filing and processing of formal (type 01) and informal (type 11) entry summaries for those who volunteered to submit such entry summaries in ACE (beginning with the Port of Buffalo). Entry Summary Instructions
The ACE entry summary instructions document provides detailed instructions for the transmission of entry summary information in ACE.
CBP has previously stated that these instructions would be more be more robust than the existing CBP Form 7501 instructions.
Entry Summary Business Rules and Process Document
The second document, the ACE entry summary business rules and process document for the trade, outlines ACE entry summary processing. This document is to be a living document as the different entry summary types and associated downstream processing migrate from the Automated Commercial System to ACE.
ACE Entry Summary Capabilities Were First Deployed at Port of Buffalo, Target Date for All Ports is June 18th
According to CBP officials, the entry summary filing capabilities delivered with A2.2 were first deployed at the Port of Buffalo and will be expanded (scheduled for May 4, 2009) to the other ports included in the initial stage of A2.2's deployment (i.e., Chicago, Laredo, and Long Beach). The first two stages of the three-stage deployment schedule for ESAR A2.2 entry summary capabilities are limited to the 39 volunteers that responded to CBP's original request for comments and indication of interest to participate in the entry summary test.
CBP officials add that it expects to deploy entry summary filing capabilities to the 17 ports listed in the second stage of the deployment schedule on May 18, 2009. CBP's target date to have all ports deployed (third stage) is June 18, 2009.
ESAR A2.2 also delivered certain other capabilities (ability to view and respond to certain forms, ability to override Census warnings, etc.) which are only available for those that file their entry summaries in ACE.
Portal Changes for All ACE Accounts
In addition, ESAR A2.2 provided certain functionality for ACE portal account holders (not just those filing ACE entry summaries), such as the ability to create and maintain specific declaration records in ACE and the ability to provide new and enhanced ACE portal reports.
