CBP CSMS Messages and Web Postings

CBP has issued a CSMS message stating that it is delaying until April 25, 2009 (from April 11th) the ACE update to accommodate seven additional Western Hemisphere Travel Initiative compliant travel documents for truck drivers. (Beginning June 1, 2009, drivers must report WHTI compliant documents on e-Manifests: Truck or the manifests will be rejected.)

1. ACE Update for Additional WHTI Docs Delayed 2 Weeks, Etc.

In addition, CBP states that what has been referred to as the Native American Indian Card/INCA will be changed to Enhanced Tribal Card (ETC)/INCA. 2. Harmonized System Update - Changes to the 2009 HTS

CBP has issued a CSMS message announcing recent changes to the 2009 Harmonized Tariff Schedule (HS Update No. 0901). This update contains 148,762 ABI records and 29,921 harmonized records. Changes include the following:

Modifications made as a result of Presidential Proclamation 8332, which implemented the U.S.-Oman Free Trade Agreement (Oman FTA). These changes were effective on January 1, 2009.

Modifications made as a result of Presidential Proclamation 8341, which implemented the U.S.-Peru Trade Promotion Agreement (Peru TPA). These changes were effective on February 1, 2009.

Changes required by the verification of the 2009 HTS

CBP states that updated records are currently available to all ABI participants and can be retrieved electronically via the procedures outlined in the Customs and Trade Automated Interface Requirements (CATAIR).

4. Updated TRQ/TPL "Threshold to Fill" List

CBP has posted an updated version of its tariff rate quota/tariff preference level "threshold to fill" list, a quick reference to monitor TRQs and TPLs that are approaching the restraint limit or have filled the in-quota (low) rate. The list is divided into two sections - those that are at least 85% filled and those that are closed.
