M1 to Incorporate e-Manifest : Ocean and Rail Processing into MMM Database, Allow PGAs to Place Holds
The International Trade Data System has posted a document providing information on M1 (e-Manifest: Ocean and Rail) capabilities and functionality for Participating Government Agencies (PGAs).

M1 Will Incorporate Rail and Ocean e-Manifest Processing into MMM Database
The M1 delivery, which is likely to be deployed in May 20091, will incorporate the rail and ocean electronic manifest processing into the ACE Multi-Modal Manifest (MMM) database.
(M1 is part of the Cargo Control and Release (CCR) delivery, which will standardize cargo control processing, reporting tools and query capabilities across all modes of transportation and provide importers, exporters, brokers and carriers with one system for moving goods into or through the U.S. using ships, planes, trains, trucks and ultimately pipelines. CCR is the umbrella under which M1, e-Manifest: Air (M2.1) and e-Manifest: Truck2 (M2.2, also referred to as full MMM) will be built and brought into one central database (the MMM database).)
M1 Capabilities
According to ITDS the following capabilities will be delivered with M1 (partial list):
- Ability to place and remove holds at the container level
- Validation of trade partner authorization to use custodial bonds to be maintained by the trade
- Extends the broker download capability for ocean carriers
- Automated validation of bonded carrier identification
- A consolidated view of rail and sea manifest and entry data at the bill of lading or container level
- Retirement of the Automated Commercial System (ACS) for rail and sea processing
- Provides PGAs with hold/hold removal authority
M1 Hold Functionality for PGAs
According to the ITDS, PGAs will have the following hold functionality with M1:

Direct Holds | PGA will have authority to place holds directly on Bills of Lading (BOLs), containers and/or conveyances | PGA must have 24/7 or equivalent coverage at the port to address U.S. Customs and Border Protection (CBP) concerns. PGA has on-site inspectional resources to respond to threat holds. |
Request Holds "Indirect" | PGA will have authority to request that CBP place a hold on a BOL or container | PGA has 24/7 or equivalent coverage at the port to address CBP concerns. PGA can recommend hold actions to CBP. CBP will contact the PGA to validate the risk. If CBP must examine, CBP retains override authority. |
Referrals | PGA can refer BOL information to another PGA that may have hold authority over the cargo | PGA does not have 24/7 coverage at the port to address CBP concerns. PGA receiving the referral or CBP will need to respond to the referral and make a risk determination on holding the cargo. |
Note that in order to place any type of holds on BOLs, the PGA must have (1) documented legal and regulatory authority; (2) an Operational Memorandum of Understanding with CBP; and (3) coverage at the port.
PGAs Will be Able to Run Reports on In-bonds, 24-Hour Rule Violations, Etc.
With the deployment of M1, PGAs will have access to view and generate the following reports (partial list):
