CBP CSMS Messages and Web Postings

CBP has issued a CSMS message stating that ABI filers may not be aware of a potential problem when the 'bill of lading update' application in ABI is used. If the original entry release transaction omits the carrier code from the input and the input is accepted by ABI, any future bill of lading update will be rejected with the message 8WD: MOT NOT ORIG SEA/AIR/RAIL/TRUCK.

1. Carrier Code Reporting Problem When BL Update Application Used

ABI filers can avoid this error if they ensure that entry transactions for air, ocean, rail, or truck modes of transportation transmitted to CBP (entry summary certified for cargo, cargo release input, or border cargo release transactions) contain a valid four-character standard alpha carrier code (SCAC, or a valid IATA airline code) in the appropriate input record. ABI will normally reject the input when the carrier code element is omitted, but this is not a universal edit; thus, it is possible for the filer to transmit one or more of the above applications without a carrier code and have that transaction accepted by ABI. In such a case, a future bill of lading update transaction sent to ABI, regardless of the element(s) being corrected, will be rejected with the above error message. 2. Weekly TRQ/TPL Commodity Report as of March 30, 2009

CBP has issued its weekly tariff rate quota (TRQ) and tariff preference level (TPL) commodity report as of March 30, 2009. This report includes TRQs on various products such as beef, sugar, dairy products, peanuts, cotton, cocoa products, tobacco, certain BFTA, DR-CAFTA, Israel FTA, JFTA, MFTA, OFTA, SFTA, UAFTA (AFTA) and UCFTA (Chile FTA) non-textile TRQs, etc. Each report also includes the AGOA, ATPDEA, BFTA, DR-CAFTA, CBTPA, Haitian HOPE, MFTA, NAFTA, OFTA, SFTA, and UCFTA TPLs and TRQs for qualifying apparel and/or other textile articles, the TRQs on worsted wool fabrics, etc. (Weekly commodity report available at http://www.cbp.gov/xp/cgov/trade/trade_programs/textiles_and_quotas/commodity/)

3. Updated TRQ/TPL "Threshold to Fill" List

CBP has posted an updated version of its TRQ/TPL "threshold to fill" list, a quick reference to monitor TRQs and TPLs that are approaching the restraint limit or have filled the in-quota (low) rate. The list is divided into two sections - quotas that are at least 85% filled and quotas that are closed. 4. ACE Certification Unavailable March 28-29

CBP has issued a CSMS message stating that the ACE Certification Environment was scheduled to be unavailable beginning 8:00 a.m. EDT on March 28, 2009 through 5:00 a.m. EDT on March 29, 2009. 5. Modified ACE EDI Messages for Release 4 Truck Manifest

CBP has posted an updated version of the 2009 Record of Changes in ANSI X.12 and UN EDIFACT. According to the Change Record, CBP is making the following modifications to ACE EDI messages for Release 4 Truck Manifest effective April 1, 2009:

6. Bond Processing Statistics as of 3/30

CBP has posted updated bond processing statistics that provide information regarding the estimated processing times for bond applications, etc. as of March 30, 2009. 7. Foreign Currency Exchange Rate Multipliers for Week Ending 3/27
