CBP Officials Discuss Deployment of ESAR A2.2 and A2.3, M1 (A2.2 to Begin April 13th in Buffalo)

The following are highlights of CBP officials' comments and a PowerPoint presentation given at the seminar. (Note that this presentation is not the same as the ACE status update presentation posted on CBP's Web site, it contains new information and new screen shots.)

ESAR A2.2 Deployment Scheduled for April 13th, M1 Likely in May

According to officials, ESAR A2.2 (Initial Entry Summary Types) is scheduled to be deployed on April 13, 2009. Officials added that M1 (e-Manifest: Ocean and Rail) is likely to be deployed in May 2009.

(CBP previously stated that ESAR A2.2 would be deployed in April 2009 and that M1 was scheduled to be deployed in April - June 2009.)

ESAR A2.2 Expected to be Deployed at Port of Buffalo First

CBP officials stated that ESAR A2.2 would first be deployed at the Port of Buffalo and then expanded (approximately two to three weeks later) to the other ports included in the initial stage of A2.2's deployment (i.e., Chicago, Laredo, and Long Beach).

(CBP previously announced that ESAR A2.2 would be deployed at these ports in the initial stage, but did not mention that the first port for deployment would be Buffalo. See ITT's Online Archives or 03/06/09 news, 09030605, for BP summary of the deployment schedule for ESAR A2.2.)

ESAR A2.3 Deployment Will Give Brokers Ability to Submit Declarations in Their ACE Accounts

As part of A2.2 functionality, importers, brokers, carriers, and filers will be able to submit certain declarations (listed below), which are associated at the account level such as Importer of Record Number (IR), in ACE. Brokers or filers who would like to input declarations in ACE on behalf of importers will require access to the importer's account either as a user of the importer's account or via cross account access.

However, when ESAR A2.3 (Remaining Entry Types) is deployed (currently scheduled for early 2010), brokers will be able to submit these declarations via their portal account.

Types of declarations include:

  • Affidavit of Manufacturer
  • Importer Certifying Statement
  • North American Free Trade Agreement (NAFTA) Certificate of Origin
  • Non-reimbursement Blanket Statement (AD/CVD)
