CBP CSMS Messages and Web Postings

CBP has posted a notice providing details on the trade's ability to receive refund checks, resulting from overpayment of customs duties, taxes, and fees, electronically through Automated Clearinghouse (ACH). 1. Details on Trade's Ability to Get Refund Checks via ACH

2. February 5th Opening of 180-Day Special Import Quota for Upland Cotton

CBP has posted a memorandum announcing a special import quota of 15,552,728 kg for upland cotton that is provided for in HTS Chapter 99, Subchapter III, U.S. Note 6 and is entered under HTS 9903.52.45. (CBP notes that this quantity is not subject to the TRQs in Chapter 52 Additional U.S. Notes 5 through 10.)

The quota period is February 5 - August 3, 2009; to be counted under this quota, the cotton must be imported during this period and purchased not later than May 5, 2009. The opening date was scheduled for February 5, 2009. 3. Updated TRQ/TPL "Threshold to Fill" List

CBP has posted an updated version of its tariff rate quota/tariff preference level "threshold to fill" list, a quick reference to monitor TRQs and TPLs that are approaching the restraint limit or have filled the in-quota (low duty) rate. The list is divided into two sections - quotas that are at least 85% filled and quotas that are closed.
