RLF Should Not be Used to Transmit Unified ISF Data Until ABI Programming Corrected
U.S. Customs and Border Protection has issued a CSMS message announcing that the ABI system has not yet been updated to accept Importer Security Filings (ISFs) when the broker is using the Remote Location Filing Prototype to transmit both the entry/entry summary data and the ISF at the same time (otherwise known as a RLF Unified EI).

(According to the 10+2 interim final rule1, if the ISF is filed pursuant to 19 CFR 149.2 via the same electronic transmission as entry or entry/entry summary documentation pursuant to 19 CFR 142.3, the importer or broker is only required to provide the following fields once to be used for ISF, entry, or entry/entry summary purposes, as applicable: (a) Importer of record number; (b) Consignee number; (c) Country of origin; and (d) Commodity HTS number, if this number is provided at the 10-digit level.)
ABI Currently Responding with Error Message when Unified EI Sent with ISF Data
CBP states that when the unified EI is sent with ISF data remotely, ABI will respond with an error "APPLICATION NOT REMOTE" on the SN.
Trade Should Not use RLF to Transmit Unified ISF Data Until Programming is Corrected
CBP states that headquarter programmers are aware of the issue and working to correct the programming. CBP notes that until the programming is corrected, the trade should not use RLF entries to transmit unified ISF data.
A follow-up message will be issued when the programming has been corrected.
