CBP CSMS Messages and Web Postings

CBP has issued a notice on the 2009 Customs-Trade Partnership Against Terrorism (C-TPAT) Supply Chain Security Seminar that will be held on April 1-3, 2009 in New Orleans, LA. The seminar is open to all C-TPAT certified partners. The seminar will be presented in two sessions to accommodate additional registrants. Registration will begin on Monday, January 5, 2009 at 12 noon EST through the C-TPAT Members page. 2. Information for Running Modified ACE Reports

CBP has issued a CSMS message with attached report spreadsheets to assist the trade community in running modified ACE portal reports. Separate spreadsheets are provided for brokers, carriers, importers and sureties. 3. Interim Guidelines for Entering Merchandise Transported via Pipelines

CBP has issued a CSMS message notifying the trade of interim filing options for merchandise transported via pipelines. The options are meant to maximize the benefits of automation and to facilitate entry and clearance without compromising accurate recordation and collection of revenue. CBP also posted a notice on the interim guidelines to its Web site. 5. Weekly TRQ/TPL Commodity Report as of December 22, 2008

CBP has issued its weekly tariff rate quota and tariff preference level commodity report as of December 22, 2008. This report includes TRQs on various products such as beef, sugar, dairy products, peanuts, cotton, cocoa products, tobacco, certain BFTA, DR-CAFTA, Israel FTA, JFTA, MFTA, SFTA, UAFTA (AFTA) and UCFTA (Chile FTA) non-textile TRQs, etc. Each report also includes the AGOA, ATPDEA, BFTA, DR-CAFTA, CBTPA, Haitian HOPE, MFTA, NAFTA, SFTA, and UCFTA TPLs and TRQs for qualifying apparel and/or other textile articles, the TRQs on worsted wool fabrics, etc. (Weekly commodity report available at http://www.cbp.gov/xp/cgov/trade/trade_programs/textiles_and_quotas/commodity/)

7. Updated TRQ/TPL "Threshold to Fill" List

CBP has posted an updated version of its TRQ/TPL "threshold to fill" list, a quick reference to monitor TRQs and TPLs that are approaching the restraint limit or have filled the in-quota (low duty) rate. The list is divided into two sections - quotas that are at least 85% filled and quotas that are closed. 8. Cancellation of ELVIS for Textiles and Apparel for 2009 Exports from China

CBP has issued a notice announcing that the Committee for the Implementation of Textile Agreements (CITA) has issued a directive to CBP cancelling the ELVIS requirements for textile and apparel goods exported from China on or after January 1, 2009. For such goods exported from China prior to January 1, 2009, ELVIS and quota requirements remain in effect until further notice, regardless of the date of entry into the U.S. Overshipments of 2008 limits in the U.S.-China Bilateral Textile Agreement will be subject to delayed and staged entry beginning on February 1, 2009. CBP will issue a separate memo regarding the staged entry requirements and procedures. 9. Other CBP Postings and Messages

Counterfeit cell phone accessories intercepted. Officers at the Savannah port of entry seized more than $5.1 million in cell phone accessories with counterfeit Microsoft "flag" logos, the word marks of Nokia, Samsung, AT&T, BlackBerry as well as the Cingular and Motorola marks. CBP officers, working with the CBP National Targeting Center, discovered shipments of counterfeit merchandise in a container that was selected for an examination. FAQ on closed loop voyages. CBP has posted a frequently asked questions document on closed loop voyages. A closed loop voyage or itinerary occurs when a vessel departs from a U.S. port or place and returns to the same U.S. port upon completion of the voyage.
