CBP Again Delays ABI Air In-Bond Deployment
U.S. Customs and Border Protection has issued a CSMS message announcing that the ABI air in-bond deployment that was previously delayed and tentatively scheduled for January 14, 2009 has been delayed again.

CBP states that a new message will be issued closer to the deployment date.
(In October 2008, CBP posted a new Air In-Bond Customs and Trade Automated Interface Requirements (CATAIR) chapter to its Web site, stating that it would allow ABI filers to submit and modify in-bond movements for Air AMS (Automated Manifest System) beginning on November 22, 2008. CBP then delayed the deployment and stated that it was tentatively scheduled for January 14, 2009.)
ACS Air Will Use QX/WX
According to a previously issued CSMS message and attached presentation on the air in-bond program, the QP and WP application identifiers will not be used in the Automated Commercial System (ACS) for the air application. Instead, QX and WX will be used for the air application in ACS.
QX/WX is functionally similar to QP/WP but with additional field data elements such as carrier flight number and scheduled date of arrival.
QP/WP Will be Used When e-Manifest: Air is Deployed
CBP also previously stated that once ACE M2.1 (e-Manifest: Air, or MMM-AIR) is deployed, all ABI in-bond functionality will be included in the QP and WP messages and the QX and WX messages will become obsolete.
(Various communications from CBP have given different deployment dates for M2.1. An earlier CSMS message stated that M2.1 would not be deployed any sooner than spring 2009; and an ACE update presentation stated that M2.1 was scheduled for deployment in the February 2010 - April 2010 timeframe.)
