CBP CSMS Messages and Web Postings

CBP has issued its weekly tariff rate quota and tariff preference level commodity report as of November 24, 2008. This report includes TRQs on various products such as beef, sugar, dairy products, peanuts, cotton, cocoa products, tobacco, certain BFTA, DR-CAFTA, Israel FTA, JFTA, MFTA, SFTA, UAFTA (AFTA) and UCFTA (Chile FTA) non-textile TRQs, etc. Each report also includes the AGOA, ATPDEA, BFTA, DR-CAFTA, CBTPA, Haitian HOPE, MFTA, NAFTA, SFTA, and UCFTA TPLs and TRQs for qualifying apparel and/or other textile articles, the TRQs on worsted wool fabrics, etc. (Weekly commodity report available at http://www.cbp.gov/xp/cgov/trade/trade_programs/textiles_and_quotas/commodity/)

2. ACE Trade Account Owner November 2008 Update

CBP has issued, as an attachment to a CSMS message, the November 2008 ACE Trade Account Owner update which notes that truck carriers must enter their company's insurance information into their profile and their conveyance insurance information into each manifest every time they haul hazmat cargo. CBP notes that this is an intentional design in ACE due to the recognized fact that a company's insurance information is not always the same as the conveyance insurance information. The update also covers topics including: the new ABI application identifiers for air in-bond, CBP revising the draft Importer Security Filing transaction sets, the expansion of the Importer Self-Assessment program, etc. (TAO update available at http://apps.cbp.gov/csms/docs/17351_343604592/Final_November_2008_TAO_v5.pdf)

3. Requests for Re-Sending of FAST Status Notifications to be Done Weekly

CBP has issued a CSMS message announcing that commencing on December 1, 2008, requests for the re-sending of FAST status notifications will be accomplished once a week, not immediately upon receipt of the request. CBP states that this change is required to efficiently manage the FAST application. 4. Various Documents Regarding CBP's Private Aircraft Final Rule

CBP posted the following documents regarding CBP's recently published final rule requiring private aircraft pilots or their designees arriving in the U.S. from a foreign port or location destined for a U.S. port or location, or departing the U.S. to a foreign port or location, to transmit electronically to CBP passenger manifest information for each individual traveling onboard the aircraft:

5. Other CBP Postings and Messages

Enhanced X-ray technology to be deployed at El Paso. CBP has issued a news release announcing that it will deploy enhanced X-ray inspections systems at the two El Paso entry commercial facilities. The Portal VACIS (Vehicle and Cargo Inspection Systems) is designed to scan cargo and containers for explosives, weapons and drugs while at the same time help expedite the inspection process. Counterfeit computer parts seized. CBP reports it targeted and seized more than 420,000 imports of counterfeit integrated circuits and computer network components bearing 50 different counterfeit trademarks in a CBP enforcement operation in May and June 2008. The seizures, conducted by CBP at 11 ports of entry, have a total domestic value of $1.3 million and an estimated retail value of $3.5 million. CBP arrests SENTRI participant for drug smuggling. CBP has issued a news release announcing that officers working at the San Ysidro port of entry arrested a 24-year-old U.S. citizen male registered to participate in the SENTRI program after they discovered 3.5 pounds of marijuana in the vehicle he was driving. CBP opens additional lane at Paso Del Norte crossing. CBP has issued a news release announcing that officials in El Paso are alerting members of the traveling public that five lanes at the downtown Paso Del Norte international crossing at the El Paso port of entry are now open to northbound traffic. 15,000 airline personnel trained through CLP. CBP has issued a news release announcing that 15,000 airline personnel have now been trained through its Carrier Liaison Program, with 5,665 carrier personnel trained in fiscal year 2008 alone. Border Patrol's Weekly Blotter. CBP posted the U.S. Border Patrol Weekly Blotter for November 13 - 19, 2008. The Blotter provides information on Border Patrol activities during the specified week.
