CBP and China Customs concluded a second round of joint Customs-Trade Partnership Against Terrorism (C-TPAT) supply chain security validation visits during the week of November 17, 2008. CBP C-TPAT Supply Chain Specialists supported China Customs officials while they conducted validations of 15 C-TPAT companies and their manufacturing facilities located in China.

1. CBP Concludes Second Round of Joint C-TPAT Validations in China
Prior to commencing the joint validations, CBP met with China Customs counterparts to provide technical assistance regarding supply chain security procedures and to share experiences and best practices regarding conducting supply chain security evaluations. 2. Weekly TRQ/TPL Commodity Report as of November 17, 2008
CBP has issued its weekly tariff rate quota and tariff preference level commodity report as of November 17, 2008. This report includes TRQs on various products such as beef, sugar, dairy products, peanuts, cotton, cocoa products, tobacco, certain BFTA, DR-CAFTA, Israel FTA, JFTA, MFTA, SFTA, UAFTA (AFTA) and UCFTA (Chile FTA) non-textile TRQs, etc. Each report also includes the AGOA, ATPDEA, BFTA, DR-CAFTA, CBTPA, Haitian HOPE, MFTA, NAFTA, SFTA, and UCFTA TPLs and TRQs for qualifying apparel and/or other textile articles, the TRQs on worsted wool fabrics, etc. (Weekly commodity report available at http://www.cbp.gov/xp/cgov/trade/trade_programs/textiles_and_quotas/commodity/)
3. Updated TRQ/TPL "Threshold to Fill" List
CBP has posted an updated version of its TRQ/TPL "threshold to fill" list, a quick reference to monitor tariff rate quotas and tariff preference levels that are approaching the restraint limit or have filled the in-quota (low duty) rate. The list is divided into two sections - quotas that are at least 85% filled and quotas that are closed. 4. Second Tranche of Recently Increased FY 2008 Global Refined Sugar TRQ Oversubscribed
CBP has issued a memorandum announcing that the second tranche of the recently increased (due to the re-allocation of Mexico's portion) fiscal year 2008 global refined sugar tariff rate quota oversubscribed at opening. The pro rata percentage is 66.35177% or 0.6635177.
Entries or withdrawals for consumption for global refined sugar presented after the opening should be returned to the broker for amendment. The importer has the option to distribute the prorated allocation on a given entry (i.e., more or less than the prorated amount, or none at all). The importer may also transfer the allotment to entries at another port. However, in any of these scenarios, the importer may not enter more than the total prorated amount that was properly presented at opening. 5. Other CBP Postings and Messages
CBP conducts agriculture operation on Ethiopian flight. CBP has issued a news release announcing that CBP agricultural specialists conducted an agriculture operation, dubbed Operation Addis, on Ethiopian Airways flight 500. CBP referred all of flight 500's passengers for inspection. The inspection resulted in 12 seizures - seven meat seizures of dried beef and pork weighing a combined 40 pounds, and five plant seizures that included mangoes, bananas, oranges, apples, fresh peppers, garden eggs and fresh leaves. Fabens/Fort Hancock to get RFID technology. CBP has issued a news release announcing the upgrade of vehicle lanes at the Fabens and Fort Hancock ports of entry beginning November 17, 2008. The work entails upgrades to both crossings by the installation of Radio Frequency Identification technology hardware in all vehicle inspection lanes. CBP advises SENTRI members about new cards. CBP has issued a news release announcing that SENTRI participants who have not received their new, more secure card by mail, may now obtain their documents by visiting the SENTRI enrollment center at the Otay Mesa port of entry, 2500 Paseo Internacional, San Diego, CA 92154.
