CBP has issued a CSMS message detailing certain changes made to its recently revised Importer Security Filing (10+2) draft transaction sets. (This message was issued after the drafts were revised, but before some of the drafts were given a new revision date (which could indicate additional changes.))

1. CBP Details Changes Made to Revised Importer SF Draft Transaction Sets
Changes listed in the CSMS message include (partial list):
Update of SF30 record Note 2 to expand the use of Data Universal Number System (DUNS) Numbers to other parties, except Importer of Record, Consignee, and FTZ Applicant. Applies to Unified Entry, Unified Entry Summary, Unified FTZ, CATAIR Stand-alone ISF, CAMIR Stand-alone ISF.
Modification of the "Manufacturer/Supplier Code" in the SF30 record from Mandatory("M") to Conditional ("C"). Applies to Unified Entry, Unified Entry Summary, Unified FTZ.
Changing the Mode of Transportation field (SF10) from Mandatory to Optional. Applies to Unified Entry, Unified Entry Summary, Unified FTZ, CATAIR Stand-alone ISF, CAMIR Stand-alone ISF.

2. Weekly TRQ/TPL Commodity Report as of November 10, 2008
CBP has issued its weekly tariff rate quota and tariff preference level commodity report as of November 10, 2008. This report includes TRQs on various products such as beef, sugar, dairy products, peanuts, cotton, cocoa products, tobacco, certain BFTA, DR-CAFTA, Israel FTA, JFTA, MFTA, SFTA, UAFTA (AFTA) and UCFTA (Chile FTA) non-textile TRQs, etc. Each report also includes the AGOA, ATPDEA, BFTA, DR-CAFTA, CBTPA, Haitian HOPE, MFTA, NAFTA, SFTA, and UCFTA TPLs and TRQs for qualifying apparel and/or other textile articles, the TRQs on worsted wool fabrics, etc. (Weekly commodity report available at http://www.cbp.gov/xp/cgov/trade/trade_programs/textiles_and_quotas/commodity/)
3. Updated TRQ/TPL "Threshold to Fill" List
CBP has posted an updated version of its TRQ/TPL "threshold to fill" list, a quick reference to monitor tariff rate quotas and tariff preference levels that are approaching the restraint limit or have filled the in-quota (low duty) rate. The list is divided into two sections - quotas that are at least 85% filled and quotas that are closed. 4. Summary of AESTIR Changes for November 6th
CBP has posted a summary of changes to the Automated Export System Trade Interface Requirements (AESTIR) to its Web site, indicating that Version 1.0 was changed on November 6, 2008 as follows:

ACE reports tool instructions. CBP has posted an ACE "Topic" document providing instructions for all existing ACE portal account types, with the exception of truck carriers (which are featured in a separate document), on running ACE reports. ESTA application tool allows visitors to VWP to apply for travel authorization. The Electronic System for Travel Authorization online application tool is available and now allows international visitors to the U.S. from Visa Waiver Program countries to apply for travel authorization online. The tool is easy to use, free of charge, and available in 16 languages.
