The Animal and Plant Health Inspection Service has issued an interim rule, effective November 3, 2008, which adds Russia and Azerbaijan to the list of regions where African swine fever exists. APHIS notes that it is imposing these restrictions retroactively to November 19, 2007, for Russia, and to January 28, 2008, for Azerbaijan. Comments are due by January 2, 2009. 2. BIS Corrects Final Rule on Wassenaar Amendments

The Bureau of Industry and Security issued a correction to its October 14, 2008 final rule which revised the Export Administration Regulations to implement changes to the Wassenaar Arrangement's List of Dual Use Goods and Technologies as agreed upon in the December 2007 Wassenaar Arrangement Plenary Meeting. 3. MARAD Extends Deadline for Applications for Maritime Security Program Operating Agreement

5. U.S.-EU Agreement on Cargo Screening Standards for Passenger Aircraft

The Transportation Security Administration announced an agreement with the European Union Directorate General for Energy and Transport on air cargo screening standards for passenger carrying aircraft. The agreement was reached in advance of a February 2009 deadline to screen 50 percent of air cargo on passenger carrying aircraft. 6. Two Found Guilty in Import, Sale of Falsely Labeled Fish Conspiracy

The Justice Department announced that Peter Xuong Lam of Fairfax, VA was found guilty by a federal jury in Los Angeles of conspiring to import mislabeled fish in order to avoid federal import tariffs. Lam also was found guilty on three counts of dealing in fish that he knew had been imported contrary to law. Arthur Yavelberg of Reston, VA, a co-conspirator, also was found guilty of conspiracy to trade in misbranded food. 8. WTO Arbitrator Sets Implementation Period for U.S.-Mexico Steel Dispute

On October 31, 2008, the World Trade Organization released the report of an arbitrator regarding the reasonable period of time for the U.S. to implement the recommendations and rulings of the Dispute Settlement Body in the case "U.S. - Final Anti-Dumping Measures on Stainless Steel from Mexico" (DS344). 9. Canada Int'l Trade Tribunal Hearing on Classification of Furniture

Canada International Trade Tribunal announced a December 11, 2008 hearing to determine whether the goods in issue are properly classified under tariff item No. 8302.42.00 as base metal mountings, fittings and similar articles suitable for furniture, as determined by the President of the Canada Border Services Agency, or should be classified under tariff item No. 8482.80.90 as linear bearings, as claimed by Dynamic Furniture Corp.
