The Transportation Worker Identification Credential Deployment Web site has been updated to state that all activation appointments booked through Thursday, October 23 are being rescheduled; and activation walk-ins will be not be able to be accommodated on that date. 3. Basic Guide to Exporting Available for Purchase in Late October 2008

4. ITA Final Rule on the Insular Possessions Watch, Watch Movement, and Jewelry Programs
The International Trade Administration has issued a final rule, effective October 22, 2008, on the watch duty exemption allocations and watch and jewelry duty refund benefits program for producers in the U.S. insular possessions. The rule amends the regulations by updating the formula that is used to calculate the combined amount of individual and family health and life insurance per year that is creditable towards the duty refund benefit. 5. BIS Announces November 5th Info Systems Advisory Committee Meeting
The Bureau of Industry and Security has issued notice of a partially open meeting for the Information Systems Technical Advisory Committee (ISTAC) on November 5, 2008 in Washington, D.C. The Committee advises the Office of the Assistant Secretary for Export Administration on technical questions that affect the level of export controls applicable to information systems equipment and technology. The Canadian Food Inspection Agency has issued a notice to inform importers of the Minister's policies and practices respecting the administration of the 484,000 kg tariff rate quota for ice cream and ice cream novelties for 2009, and to invite applications for quota shares of the ice cream and ice cream novelties TRQ available for allocation for the period of January 1 to December 31, 2009. 11. European Commission Hosted International Conference on Trade in Contraband and Counterfeit Cigarettes
The European Commission has announced that the European Anti-Fraud Office and the Maltese Customs Authority hosted a conference to discuss the issue of combating the international trade in contraband and counterfeit cigarettes. The conference, which helps to cement operational relationships between the EU Member States and other countries, took place in St Julian's Bay, Malta.
