1. Amendment to Certificate of Eligibility Requirements for NAFTA TPL Claims
CBP states that this amendment was needed as the list of CE quantity reporting units of measure for Canada were incomplete and the address for inquiries regarding the TPL for Canada needed to be updated. 2. Weekly TRQ/TPL Commodity Report as of July 14, 2008
CBP has issued its weekly tariff rate quota and tariff preference level commodity report as of July 14, 2008. This report includes TRQs on various products such as beef, sugar, dairy products, peanuts, cotton, cocoa products, tobacco, certain BFTA, DR-CAFTA, Israel FTA, JFTA, MFTA, SFTA, UAFTA (AFTA) and UCFTA (Chile FTA) non-textile TRQs, etc. Each report also includes the AGOA, ATPDEA, BFTA, DR-CAFTA, CBTPA, Haitian HOPE, MFTA, NAFTA, SFTA, and UCFTA TPLs and TRQs for qualifying apparel and/or other textile articles, the TRQs on worsted wool fabrics, etc. (CBP's weekly TRQ/TPL commodity report available at http://www.cbp.gov/xp/cgov/trade/trade_programs/textiles_and_quotas/commodity/)
3. Updated TRQ/TPL "Threshold to Fill" List
CBP has posted an updated version of its TRQ/TPL "threshold to fill" list, a quick reference to monitor tariff rate quotas and tariff preference levels that are approaching the restraint limit or have filled the in-quota (low duty) rate. The list is divided into two sections - quotas that are at least 85% filled and quotas that are closed. 4. FDA/Atlanta District to Conduct OASIS/Product Code Seminar
CBP has issued a CSMS message announcing that on Wednesday, August 6, 2008, the Food and Drug Administration (FDA)/Atlanta District will be conducting an OASIS/Product Code seminar in Raleigh, NC. There will be a morning session from 10:00 to 12:00 and an afternoon session, from 1:00 to 3:00. 5. EDI Instructions for ACE e-Manifest: Truck

6. 2004 AES Minimal Commodity Data Input Test Posted
CBP has posted the AES (Automated Export System) minimal commodity data input test (dated April 2004). CBP states that the package should be completed by the AES participant and transmitted to CBP within an agreed upon time frame. CBP states that the test must be taken by U.S. Principal Parties in Interest (exporters), forwarding agents and vessel carriers or NVOCCs acting as forwarding agents whose shipments designed for the transmission of export commodity data are being transmitted through a service center, port authority, or software vendor having been AES certified. 6. Other CBP Postings and Messages
Flowers with fungal disease intercepted. CBP reports that for first time in the U.S., CBP agriculture specialists have intercepted a fungal disease they found on cut flowers from Australia. On June 27, an air cargo shipment containing 122 boxes of fresh cut flowers originating from Australia arrived at Los Angeles International Airport and, after examination, the flowers were found to contain a fungus - Ascochyta, or "die back" disease.
