CBP CSMS Messages and Web Postings

CBP has issued the June 2008 ACE Trade Account Owner monthly update as an attachment to an ACE Portal Accounts CSMS message. The update covers the following topics: the introduction of ACE "ad hoc" reporting capabilities, new contact information for the technology support center, ACE Account Revenue report enhancements, the posting of the "draft" M1 version of the CAMIR (Amendment 11) and X12 transaction sets, and new features that will be available in ACE with the deployment of ACE A2.1/M1 Ocean and Rail e-Manifest. CBP has issued an ABI CSMS message announcing the publication of Presidential Proclamation 8272, which modifies duty-free treatment and certain designations under the Generalized System of Preferences and the African Growth and Opportunity Act, and makes certain technical changes to the Harmonized Tariff Schedule. The CSMS message lists four country/tariff number pairs that had lost their GSP eligibility effective July 1, 2008.

CBP has posted step-by-step instructions on how to create and submit an electronic manifest. Additional information on registering crew, conveyance, and equipment is also included. U.S. Customs and Border Protection has posted answers to questions on the Automated Commercial Environment. The FAQ provides answers to questions on: New ACE entry summary, accounts, and revenue capabilities (A1); general ACE information; ACE Account Application process; ACE Portal account functionality; Periodic Monthly Statement filing; truck carriers; electronic truck manifest creation in the ACE Portal; reports; electronic manifest filing; and the mandatory e-Manifest policy. 5. Updated TRQ/TPL "Threshold to Fill" List

CBP has posted an updated version of its TRQ/TPL "threshold to fill" list, a quick reference to monitor tariff rate quotas and tariff preference levels that are approaching the restraint limit or have filled the in-quota (low duty) rate. The list is divided into two sections - quotas that are at least 85% filled and quotas that are closed. CBP has posted instructions on how to schedule an Authorized Data Extract (ADE, previously known as Bulk Data Download), which allows Trade Account Owners (TAOs) and Proxy TAOs to download (extract) large volumes of data (up to 1,000,000 rows) and to manipulate that data internally in their own system.) Temporary Increase in Int'l Bridge Crossing Times for El Paso, Juarez.CBP has issued a press release advising members of the traveling public who normally use any of the four international bridges connecting El Paso and Juarez to expect slightly longer than normal crossing times for the next few days. CBP is installing and implementing a new software system as part of a series of upgrades associated with implementation of the Western Hemisphere Travel Initiative (WHTI).
