U.S. Customs and Border Protection has issued a CSMS message announcing that on July 1, 2008 the following 12 filer and importer compliance ACE reports had been restored to all trade users (fiscal and calendar are each separate reports):

2. Updated Interest Rates for Duties on Reconciliations
CBP has posted an updated list of the interest rates for additional duty payments owed to Customs as a result of reconciliation. The list now states that for the period July 1 - September 30, 2008 the interest rate is 5%. CBP notes that when a reconciliation results in additional monies owed CBP, the payment must be made with interest, calculated by the filer using the rates provided in the list.

3. Visa Instructions for AGOA Duty-Free Claims for Textile Articles from Gambia
CBP has issued a memo providing instructions regarding the use of visas to make claims for duty-free treatment under the African Growth and Opportunity Act (AGOA) for qualifying textile and apparel articles from Gambia that are entered, or withdrawn from warehouse, for consumption on or after April 28, 2008.
(On April 30, 2008, the U.S. Trade Representative listed Gambia as eligible for certain AGOA textile and apparel benefits because it had met certain requirements.)
CBP previously issued a memo on quota reporting for subject textile and apparel articles from Gambia that are subject to the AGOA aggregate tariff preference level and its sublimit. (See ITT's Online Archives or 05/27/08 news, 08052710, for BP summary.)

ACE PMS fact sheet. CBP has posted an updated version of its fact sheet on ACE (Automated Commercial Environment) Periodic Monthly Statement (PMS), which provides the ability to make periodic payments on an interest-free monthly basis. CBP's fact sheet gives an overview of PMS, information on how to participate in PMS, and highlights PMS benefits. CBP makes 21 pest interceptions on fruit. CBP reports that agriculture specialists reported a one-day record of 21 pest interceptions on bananas, pineapples and other fruits originating in Central America and delivered aboard ships to Philadelphia, PA; Wilmington, DE; and Camden, NJ marine terminals on June 18, 2008. CBP, Texas partnership to ensure border security. CBP reports that Commissioner Basham recently met with Texas Governor Perry to reaffirm their commitment to work together to secure Texas's southern border and facilitate the flow of legitimate trade and travel. CBP reposts two sections of its FY 2007 CDSOA annual report. CBP has reposted the following two sections of its fiscal year 2007 Continued Dumping and Subsidy Offset Act (CDSOA, also known as the "Byrd Amendment") annual report - Section I: FY 2007 Annual Disbursement Report and Section II: Uncollected Duties for 2007. San Ysidro to establish permanent SENTRI pedestrian program. CBP reports that officials at San Ysidro, CA announced a new feature to its frequent traveler program that will benefit both vehicle and pedestrian travelers. The new feature will be the establishment of a permanent Secure Electronic Network for Traveler's Rapid Inspection pedestrian program at the port, which will allow members to expedite their border crossing on foot or through use of the existing SENTRI vehicle lanes. Global Entry program information guide. CBP has posted a Global Entry Program information guide. The Global Entry pilot was developed to implement a single integrated passenger processing system that will expedite the movement of frequent international air travelers.
