CBP CSMS Messages and Web Postings

U.S. Customs and Border Protection has issued a CSMS message stating that on June 24, 2008, ACE experienced a nationwide problem impacting both CBP and the Trade; however, ACE service was restored at 13:20 EDT on June 24, 2008. While the access problem occurred, all users were unable to access ACE. Additionally, Trade users were not able to submit e-manifests via the Portal. 2. CBP to Modernize 39 "Major" Land Ports of Entry to Speed Travel, Etc.

CBP has announced plans for construction work to improve 39 major entry points along the U.S borders with Canada and Mexico over the coming months. The construction, which entails deployment of Radio Frequency Identification (RFID) technology to 354 vehicle lanes, will help speed travel and further enhance border security by enabling swifter processing at border crossings. 3. May 9, 2008 COAC Meeting Minutes Posted

CBP has posted the minutes from the May 9, 2008 meeting of the Departmental Advisory Committee on Commercial Operations of the Customs and Border Protection and Related Homeland Security Functions (COAC) in Washington, DC. 4. Weekly TRQ/TPL Commodity Report as of June 23, 2008

CBP has issued its weekly tariff rate quota and tariff preference level commodity report as of June 23, 2008. This report includes TRQs on various products such as beef, sugar, dairy products, peanuts, cotton, cocoa products, tobacco, certain BFTA, DR-CAFTA, Israel FTA, JFTA, MFTA, SFTA, UAFTA (AFTA) and UCFTA (Chile FTA) non-textile TRQs, etc. Each report also includes the AGOA, ATPDEA, BFTA, DR-CAFTA, CBTPA, Haitian HOPE, MFTA, NAFTA, SFTA, and UCFTA TPLs and TRQs for qualifying apparel and/or other textile articles, the TRQs on worsted wool fabrics, etc. (CBP's weekly TRQ/TPL commodity report available at http://www.cbp.gov/xp/cgov/trade/trade_programs/textiles_and_quotas/commodity/)

5. Updated TRQ/TPL "Threshold to Fill" List

CBP has posted an updated version of its TRQ/TPL "threshold to fill" list, a quick reference to monitor tariff rate quotas and tariff preference levels that are approaching the restraint limit or have filled the in-quota (low duty) rate. The list is divided into two sections - quotas that are at least 85% filled and quotas that are closed. 6. CBP Publishes Sugar Blends TRQ Close Date, Updates Workbook

CBP posted an updated Excel workbook containing historical information and the May 5, 2008 fill date for the TRQ on certain sugar blends classified under HTS Chapter 17, Additional U.S. Note 8 for "other countries except CA/MX." 7. CBP Updates Entered Quantities in Certain Historical TRQ Workbooks

U.S. Customs and Border Protection has updated certain entered quantities for the following:

the Excel workbook containing historical information and the June 3, 2008 fill date for the TRQ on certain dairy products classified under HTS Chapter 4, Additional U.S. Note 10 for Belgium and Denmark. Also posted is the January 2, 2008 fill date for the dairy products TRQ for "any country or area."

the Excel workbook containing historical information and the April 3, 2008 fill date for the TRQ on certain mandarin oranges.

the Excel workbook containing historical information and the May 27, 2008 fill date for Mexico TPL (tariff preference level) (1).

8. Other CBP Postings and Messages

CBP seizes over 2,800 pounds of marijuana concealed in a container. CBP reports that on May 28, 2008, CBP officers at the Charleston, SC port of entry seized 2,807 pounds of marijuana, with a street value of approximately $2,245,600, concealed in a container shipment.
