CBP Update on Edit Modification

On April 22, 2008, U.S. Customs and Border Protection officials gave an Automated Commercial Environment update at an event hosted by the Baltimore Customs Brokers and Forwarders Association.

During the ACE update, CBP officials discussed a number of ACE-related topics, including CBP's Edit Modification proposal.

(In 2007, CBP proposed that a number of current Automated Commercial System edits specific to the commercial preparation of the Entry Summary not be carried over into ACE. This proposal was originally called "Edit Lite," but is now referred to as "Edit Modification.")

According to CBP's presentation, the impacts of Edit Modification on the trade have been identified and are being discussed. The trade community has requested a "Policy and Process" document from CBP which would be a link between CBP's regulations and business rules.

Highlights of Edit Modification

CBP's presentation described Edit Modification in ACE Entry Summary, Accounts, and Revenue A2.2 drop as follows:

a. ACE Entry Summary header level validations will have minor changes

b. ACE Entry Summary Line level validations will be minimized

no revenue computations

no verification on multiple tariff classifications

no trade agreement and country of origin rate determinations

no license verifications

c. Participating Government Agencies (PGA) validations

Federal Communications Commission (FCC) - no change

Census Bureau - no change

Food and Drug Administration (FDA) and Department of Transportation (DOT) - will be accepted when a filer has requested cargo release certification

c. Admissibility validations will occur as they do today
