U.S. Customs and Border Protection has issued its weekly tariff rate quota and tariff preference level commodity report as of April 14, 2008. This report includes TRQs on various products such as beef, sugar, dairy products, peanuts, cotton, cocoa products, tobacco, certain BFTA, DR-CAFTA, Israel FTA, JFTA, MFTA, SFTA, UAFTA (AFTA) and UCFTA (Chile FTA) non-textile TRQs, etc. Each report also includes the AGOA, ATPDEA, BFTA, DR-CAFTA, CBTPA, Haitian HOPE, MFTA, NAFTA, SFTA, and UCFTA TPLs and TRQs for qualifying apparel and/or other textile articles, the TRQs on worsted wool fabrics, etc. (CBP's weekly TRQ/TPL commodity report, dated 04/14/08, available at http://www.cbp.gov/xp/cgov/trade/trade_programs/textiles_and_quotas/commodity/.)

1. Weekly TRQ/TPL Commodity Report as of April 14, 2008
2. Harmonized System Update - Changes to the 2008 HTS
CBP has issued an ABI CSMS message announcing recent changes to the 2008 Harmonized Tariff Schedule (HS Update No. 0802), which include the following:
Modifications made as a result of Presidential Proclamation 8228, titled "To Modify the Harmonized Tariff Schedule of the United States and for Other Purposes." New statistical breakouts were created, and these changes were retroactive to 02/03/07.
Changes required by the verification of the 2008 HTS (CBP will continue to verify the 2008 HTS for the remainder of the year).
CBP states that updated records are currently available to all ABI participants and can be retrieved electronically via the procedures outlined in the CATAIR.

3. CBP Issues CAMIR Amendment 11
CBP has posted Amendment 11, dated April 2008, to the Customs Automated Manifest Interface Requirements (CAMIR)-Intermodal document.
Amendment 11 includes five pages of changes to the CAMIR-Intermodal document, samples of which include (partial list):
Changed references from Automated Manifest System (AMS) to Multi-Modal Manifest System (MMM) throughout the "Getting Started" chapter. The "Overview" also discusses MMM.
Deleted the following chapters: Manifest Consist, Equipment Inventory and Manifest Edits.
Added four new appendices - Appendix M on valid Qualifier Codes, Appendix N on valid Entity Codes, Appendix O on valid Manifest Unit Codes, and Appendix P on valid Message Codes.
Added, edited, and deleted Record Identifiers (for example, in the "Input to Customs and Border Protection" Chapter Record, Identifiers B04 and C03 were added).

4. CBP Updates TRQ/TPL Fill Rate Excel Workbooks
CBP has posted updated Excel workbooks containing historical and 2008 fill rates, variously, for the tariff rate quotas for certain brooms, raw sugar, and Chile Free Trade Agreement (UCFTA) agricultural products.

5. Updated "ACE on the Road" Event Schedule
U.S. Customs and Border Protection has posted an updated version of its "ACE on the Road" event schedule, which includes the following:
ACE Seminar - April 22, 2008 in Baltimore, MD - topics for this seminar the current status of ACE, future releases of ACE, and ACE reports (live demo). Those interested in attending this seminar are required to register by noon April 18th. A seminar flyerand registration form were also posted.

6. Miscellaneous CBP Messages on AD and CV Duty Actions
The antidumping and countervailing messages U.S. Customs Border and Protection issues on behalf of the International Trade Administration are now only available on CBP's Web site at http://addcvd.cbp.gov. AD and CV ABI administrative messages are no longer issued.
