(CBP states that there are currently a variety of handheld or small electronic devices on the market. This publication is limited to the classification of those devices generally known as PDAs, pocket organizers, electronic organizers and similar handheld or small electronic devices for doing "office work" (these terms are not used uniformly by the industry). For ease of reference in its publication, CBP refers to these devices as PDAs.))

This publication was prepared by the National Commodity Specialist Division of Regulations and Rulings and provides guidance on the classification of PDAs and electronic organizers. The ICP was first published in August 2005, was reviewed with no changes in March 2006, and has now been revised in April 2008.

ICP Revised to Conform to February 3, 2007 HTS Changes

According to CBP sources, this ICP was revised to conform to the World Customs Organization-recommended and other changes that were implemented by the February 3, 2007 edition of the Harmonized Tariff Schedule.

For example, the "Programmable PDAs" section of the revised ICP now refers to HTS 8471.30.0100, which was previously HTS 8471.30.0000. Also, this section makes a reference to HTS Chapter 84 Note 5(A), which was formerly Note 5(A)(a).

The revised ICP has also been updated to include minor changes, such as technical and stylistic changes, etc.

ICP Provided for Informational Purposes Only

CBP states that the information provided in this publication is for general information purposes only. CBP cautions that because many complicated factors can be involved in customs issues, an importer may wish to obtain a ruling under CBP Regulations, 19 CFR Part 177, or obtain advice from an expert (such as a licensed Customs Broker, attorney or consultant) who specializes in customs matters. Reliance solely on the general information in this ICP may not be considered reasonable care.
