CBP CSMS Messages and Web Postings
U.S. Customs and Border Protection has posted a Rail Manifest CSMS message announcing that early in the morning of April 10, 2008, it began to experience a back-up in the MQ channel that handles rail messages.

1. CBP Warns that Rail AMS Messages Began Backing Up Early on April 10, 2008
According to CBP, there are an excessive number of messages (over 3 million queued up), not all rail related. CBP states that it is trying to purge the queue to allow current messages to flow out. CBP warns that while this purge may result in the loss of some of the older messages, at least it will hopefully get the trains moving again.
CBP further notes that it may have to manually "resend" messages from the MTRC function (at the B/L level) and will provide more information in the future. 2. ACS/ACE Down for Maintenance for Two Hours on Weekend of April 12th
CBP has issued a CSMS message announcing that ACS and ACE will both be down for maintenance beginning April 12, 2008 at 2300 EDT. CBP states that this is a normal maintenance window and all systems should be fully operational at the end of the window on April 13, 2008 at 0100.
CBP instructs trade partners to ensure that any transactions being submitted to CBP are in the system prior to the downtime or transmitted as soon as possible after completion of the downtime window. 3. CBP Re-Posts C-TPAT Eligibility Requirements
CBP has re-posted notices listing the Customs-Trade Partnership Against Terrorism eligibility requirements for the following categories of C-TPAT membership: importers, customs brokers, air carriers, highway carriers, Mexican long haul carriers, U.S. Marine or Port Terminal Operators, sea carriers, foreign manufacturers, rail carriers, and consolidators.
CBP sources note that the C-TPAT eligibility requirements have been re-posted as some of the previously-posted C-TPAT eligibility requirements may have been inadvertently deleted or moved. According to CBP sources, the re-posted C-TPAT eligibility requirements may reflect minor updating. 4. Web Pages Provide Quota Information for Textile and Agricultural Products
CBP has created new Web pages which provide links to quota information for textile products and agricultural products. 5. Miscellaneous CBP Messages on AD and CV Duty Actions
The antidumping and countervailing messages U.S. Customs Border and Protection issues on behalf of the International Trade Administration are now only available on CBP's Web site at http://addcvd.cbp.gov. AD and CV ABI administrative messages are no longer issued.
