Update on CBP Delay of Container/Equipment ACE e-Manifest In-Bond Update for Truck Carriers, Brokers to April 5th
On March 3, 2008, U.S. Customs and Border Protection issued a Truck Manifest CSMS message announcing that the Automated Commercial Environment electronic manifest update that will give truck carriers and customs brokers the capability to arrive in-bonds1 at destination by equipment (trailer/container, etc.), export in-bonds that have previously arrived by in-bond bills of lading and container/equipment, and to cancel in-bond arrivals and exports, has been delayed to April 5, 2008.

CBP states that this new capability will be limited to electronic data interchange (EDI) users; ACE Secure Data Portal users will not be affected.

Truck Carriers, Brokers Will be Able to Use EDI to Arrive/Export In-Bonds
According to a January 2008 guidance document and a December 2007 ABI administrative message on this e-Manifest update, the reporting of the arrival/exportation of in-bonds will be able to be done via EDI:
- truck carriers will be able arrive and export in-bonds by container/equipment via the ANSI X12 353 set as well as via EDIFACT CUSREP; and
- brokers will be able to arrive and export in-bonds by container/equipment through the ABI WP function.
(By reporting the arrival or export by equipment/container, all the in-bond shipments associated with that equipment/container will be able to be arrived/exported at the same time.)
To Arrive/Export/Cancel In-Bonds Must Provide In-Bond or BOL Number
According to the attachment to the CSMS message, ACE participants who arrive, export, and cancel arrivals and exports by container/equipment are advised they must provide either an in-bond number or bill of lading (BOL) number associated with the container/equipment. This is necessary because containers/equipment enter and exit the country constantly and without this added information, ACE would not be able to uniquely reference the in-bond movement and trip.
ACE participants who choose to use their bill of lading numbers as in-bond control numbers are encouraged to arrive, export, and cancel using either a BOL number or container/equipment number, citing the bill number as a reference to the container/equipment.
Arrival of in-bonds. A request from ACE participants who choose to arrive an in-bond by container/equipment will be rejected if one or more in-bonds or BOLs associated with the container/equipment are destined for a port other than the one in which the container/equipment is being arrived. An error code of '530' 'no cn arr if mult dest ib' will be returned in the ANSI x12 355 set or the UN/EDIFACT CUSRES accept/reject set erc0120 c901 9321.
Export of in-bonds. A request from ACE participants who choose to export in-bonds by in-bond number, BOL number or container/equipment number will be rejected if the in-bond has not been previously arrived, or a hold exists on at least one shipment associated with the in-bond. An error code of '532' 'inbond export rej' will be returned in the ANSI x12 355 set or the UN/EDIFACT CUSRES accept/reject set erc0120 c901 9321.
In-bonds destined for other ports. A request from ACE participants who choose to export an in-bond by container/equipment will be rejected if one or more in-bonds or BOLs associated with the container/equipment are destined for a port other than the one from which the container/equipment is being exported. An error code of '531' 'no cn exp if mult dest ib' will be returned in the ANSI x12 355 set or the UN/EDIFACT CUSRES accept/reject set erc0120 c901 9321.
