U.S. Customs and Border Protection has issued an ABI CSMS message announcing that the problem involving requests for prior notice (PN) confirmation numbers for Food and Drug Administration (FDA)/Bioterrorism Act (BTA) shipments has been resolved.

1. CBP Resolves Issue with Obtaining FDA PN Confirmation Numbers
(CBP previously issued an ABI CSMS message announcing that ABI application WP, used by the trade to obtain FDA PN confirmation numbers, was not working.
CBP had stated that the transmissions received responses but the information was not being sent to FDA and, therefore, no confirmation numbers were being returned to the filer. CBP added that the problem was being investigated and until it was corrected, filers could transmit their FDA/BTA information through the ABI entry transmission or through FDA's PN system interface (PNSI) Web site.)
CBP states that filers may resume the use of the WP transaction to request PN confirmation numbers.

2. 2008 - 2009 TRQ for Peanuts Opens April 1, 2008
CBP has posted a notice announcing the "low duty" tariff-rate quota (TRQ) for peanuts that is provided for in HTS Chapter 12, Additional U.S. Note 2 and entered under HTS 1202.10.4020, 1202.10.4040, 1202.20.4020, 1202.20.4040, 2008.11.2500, and 2008.11.4500 during the April 1, 2008 through March 31, 2009 period.
According to CBP, this TRQ will open on Tuesday, April 1, 2008 at 1:00 p.m. EDT, or its equivalent in other time zones, with the following countries/areas having the following low-duty quantities:

CBP states that this TRQ is expected to oversubscribe at opening, and filers are advised against using the Automated Clearing House (ACH) as a form of payment.
CBP states that articles that are the product of Mexico shall not be permitted or included under this quantitative limitation and no such articles shall be classifiable therein. CBP further states that in accordance with U.S. Department of Agriculture (USDA) regulations, imported raw peanuts under HTS 1202.10.40, 1202.10.80, 1202.20.40, and 1202.20.80 from the following countries are prohibited from entry: Burkina Faso, China, India, Indonesia, Ivory Coast, Japan, Philippines, Senegal, Thailand, and Taiwan. CBP breaks ground on new AZ POE. CBP has issued a press release announcing that on February 15, 2008, CBP broke ground on a brand new commercial port of entry in San Luis, Arizona, the first new port in Arizona in more than a decade. Export requirement GIFs. CBP has posted export requirement Great Idea Forms (GIFs) to its Web site. GIFs are used to propose new ACE requirements that could previously be proposed only via the formal Change Request (CR). Certain requirement recommendations withdrawn. CBP has updated its "Transition" TSN User Requirement Recommendations and GIFs page to post the following Requirement Recommendations that have been withdrawn by committee: BUS-006-HL Use of Technology for Training and Testing, BUS-009-DET Payment Activity Status (Role-Based Views), BUS-014-DET Payment Activity Status (Generate Statement on Demand), and Interface - 6 Communications Support. ACE data harmonization document. CBP reminds travelers on document requirements, anticipate delays for Easter weekend. CBP has issued a press release reminding travelers planning trips across the border to make sure they have the proper documents and to anticipate heavy traffic during the observance of Easter weekend. All travelers, including U.S. and Canadian citizens, are now asked to present proof of citizenship and identity when entering the U.S. at land and sea ports of entry.
