CBP CSMS Messages and Web Postings
U.S. Customs and Border Protection has posted a memo providing proration and liquidation instructions for the 2008 in-quota (low duty) tariff-rate quota quantity for tuna and skipjack (tuna), in airtight containers, not in oil, weighing with their contents not over 7 kilograms each, that is not the product of any U.S. insular possession.

1. CBP Posts Proration/Liquidation Instructions for Tuna/Skipjack
CBP states that this TRQ oversubscribed at opening moment on January 2, 2008 and all entry summaries and/or warehouse withdrawals presented at 12:00 pm EST, or its equivalent in other time zones, on January 2, 2008 will be prorated as follows: 0.8249879 or 82.49879% of the presented quantity shall be liquidated at the low duty rate (HTS 1604.14.22/6%). The remainder shall be liquidated at the over-quota (high duty) rate (HTS 1604.14.30/12.5%).

2. ACE-e-Manifest: Truck In-Bond Update Delayed to April 5th
CBP has issued a Truck Manifest CSMS message announcing that the Automated Commercial Environment electronic manifest update to give ACE participants the capability to arrive in-bonds at destination by container/equipment, export in-bonds that have previously arrived by in-bond bills of lading and container/equipment, and to cancel in-bond arrivals and exports has been delayed to April 5, 2008. 3. Harmonized System Update - Changes to the 2008 HTS
CBP has issued an ABI CSMS message announcing recent changes to the 2008 Harmonized Tariff Schedule (HS Update No. 0801), which include the following:
changes made as a result of H.R. 5264, Public Law 110-191, Andean Trade Preference Act of 2008, which extended the ATPA (SPI J) and ATPDEA (SPI J) trade programs for eligible countries until December 31, 2008; and
changes required by the verification of the 2008 HTS (CBP will continue to verify the 2008 HTS for the remainder of the year).
CBP states that updated records are currently available to all ABI participants and can be retrieved electronically via the procedures outlined in the CATAIR.
