CBP Announces Creation of ACE ABI CATAIR (Two Entry Summary Chapters Posted)
U.S. Customs and Border Protection has issued an ABI Cargo Systems Messaging Service (CSMS) message announcing the creation of a new document named "ACE ABI CATAIR," which will include all of the Automated Broker Interface transactions required for filing entry summaries in the Automated Commercial Environment.

The first two chapters have been posted to CBP's Web site and CBP states that it will continue to build on this document until all ABI functionality is moved from the Automated Commercial System (ACS) to ACE and CBP can retire the current Customs and Trade Automated Interface Requirements (CATAIR) document.
First Two Chapters Cover Entry Summary Filing and Status Notification
The first two ACE ABI CATAIR chapters are:
Entry Summary Filing and Response Guide. This chapter, which covers new application identifiers AE (inbound) and AX (outbound), provides record formats and processing instructions to submit entry summary and related information to ACE.
Entry Summary Status Notification. This chapter, which covers the new application identifier UC (outbound), explains that an Entry Summary Status Notification message is a new ABI response message generated from CBP ACE entry summary processing, from a CBP manual review of entry summary and related information, or from an action taken by CBP with agreement or request from the entry summary filer. This message will only be sent to ACE ABI filers for those entry summaries filed in ACE.
Chapters are considered final. Both of the chapters include a note stating "The reader should be advised that this technical document is considered final. However, the document retains the DRAFT designation in the footer until such time that a publication number from the CBP Office of Public Affairs has been assigned to the new "ACE ABI CATAIR" publication. For your information, subsequent revisions to this document will be controlled through the official CBP document amendment process."
First ACE Entry Summaries Expected with Deployment of ESAR A2.2
CBP states that the first ACE entry summaries will be included in the implementation of Entry Summary, Accounts, and Revenue (ESAR) A2.2, which is scheduled to be deployed in January 2009. (See BP Note for information on ESAR A2.)
According to a CBP presentation from the February 5-7, 2008 Trade Support Network (TSN) meeting, ESAR A2.2 will initially be deployed with a limited number of voluntary trade participants1 and will only include entry types 01 (consumption) and 11 (informal).
The remaining entry types, which are part of ESAR A2.3, are scheduled to be implemented incrementally beginning in the second quarter of 2009.
1Participation will be voluntary until all entry types can be submitted in ACE and sufficient trade testing is completed. TSN trade members add that the CBP is expected to issue a Federal Register notice asking for filers to volunteer to participate in ESAR A2.2.

ESAR A2 (Entry Summary and Revenue) has been subdivided into smaller "drops" of related functionality and now consists of four releases. An ACE update presentation given by CBP at the TSN meeting provides the following deployment schedule for ESAR A2:
A2.1 (M1 Reference Data) - scheduled for deployment in fall 2008
A2.2 (Initial Entry Summary Types 01 and 11) - scheduled for deployment in January 2009
ESAR A2.3 (Remaining Entry Summary Types) - scheduled to begin deployment the second quarter of 2009 and be implemented incrementally, ending in the second quarter of 2010
ESAR A2.4 (Enhanced Entry Summary Functionality) - scheduled to be deployed in the first quarter of 2011
