CBP has posted an updated version of its guidance on the Automated Commercial Environment update deployed on February 2, 2008 that enabled electronic in-bond requests filed via the Automated Broker Interface message QP to update a shipment record that is reported in a truck ACE e-Manifest with a shipment release type of Pre-Arrival Processing System (PAPS).

1. Update on CBP Guidance on Feb 2nd ACE Update on Filing In-Bond Messages, Etc.

The following are highlights of the substantive changes made to the guidance:

Correct deadlines for arriving/exporting in-bonds. The guidance document was revised to provide the correct deadlines for carriers to arrive and export in-bond shipments.

The guidance document now states that an in-bond shipment transported on land must arrive at its destination port within 30 days after the date of receipt at the port of origin. An in-bond shipment must be exported within 15 days of its arrival at its U.S. destination port (Transportation and Exportation (T&E)).

Reference to counter/equipment update removed. CBP's guidance has also been revised to remove all references to the March 2008 e-Manifest update to give truck carriers and customs brokers the capability to arrive and export in-bonds by equipment (trailer/container, etc.). 2. Weekly TRQ/TPL Commodity Report as of February 25, 2008

U.S. Customs and Border Protection has issued its weekly tariff rate quota and tariff preference level commodity report as of February 25, 2008. This report includes TRQs on various products such as beef, sugar, dairy products, peanuts, cotton, cocoa products, tobacco, certain BFTA, DR-CAFTA, Israel FTA, JFTA, MFTA, SFTA, UAFTA (AFTA) and UCFTA (Chile FTA) non-textile TRQs, etc. Each report also includes the AGOA, ATPDEA, BFTA, DR-CAFTA, CBTPA, Haitian HOPE, MFTA, NAFTA, SFTA, and UCFTA TPLs and TRQs for qualifying apparel and/or other textile articles, the TRQs on worsted wool fabrics, etc. (CBP's weekly TRQ/TPL commodity report, dated 02/25/08, available at http://www.cbp.gov/xp/cgov/import/textiles_and_quotas/commodity/)

Updated list of RLF operational locations. CBP has posted a document listing the Remote Location Filing (RLF) operational locations. The list includes the port name, port code, the Electronic Invoice Program (EIP)/RLF coordinator, the phone number (and extension, if applicable), and the fax number for each location.
