ACE e-Manifest: Truck has already been deployed at all scheduled land border ports for advance cargo information purposes. ACE e-Manifest for the air mode is expected sometime in the future. (See ITT's Online Archives or 02/07/08 news, 08020720, for BP note on the nationwide implementation of mandatory e-Manifest: Truck.)

According to CBP, e-Manifest: Rail and Sea will incorporate existing automated system capabilities for rail and sea cargo processing, and will "set the stage" for ACE multi-modal manifest processing that will provide a single, automated cargo control and release system across all modes of transportation.

CBP Highlights "New Features" of e-Manifest: Rail and Sea Capabilities

CBP has highlighted the following as new capabilities that will be available in e-Manifest: Rail and Sea:

"Broker download." "Broker download" will enable carriers to send a copy of the shipment record to a customs broker via Electronic Data Interchange (EDI), enabling the broker to verify and match the shipment information to the entry information and thereby facilitating the reconciliation of information needed for timely cargo processing.

Customized reports. CBP and the trade community will be able to generate customized reports for specific business needs.

Automated validation. Automated validation of bonded carrier identification will ensure the appropriate use of a carrier's custodial bond and reduce the risk of penalties.

(See fact sheet for additional capabilities.)

(See ITT's Online Archives or 06/08/07 news, 07060805, for BP summary of CBP's ACE deployment schedule, which stated that e-Manifest: Rail and Sea would be introduced in fall 2008.

See ITT's Online Archives or 10/31/07 news, 07103105, for Part II, the final part, of BP's summary on GAO's report on the ACE expenditure plan and its management of ACE, with information on the status of ACE implementation (as of July 2007).)

1This ACE e-Manifest: Rail and Sea release has been referred to as "M1."

2The ACE Secure Data Portal, essentially a customized Web page, connects CBP, the trade, and participating government agencies by providing a single, centralized on-line access point for communications and information related to cargo shipments. There are 11 different account types, including brokers, importers, carriers, etc.
