U.S. Customs and Border Protection has posted an Automated Commercial Environment "Topic" document entitled "ACE 101," which provides an introduction to ACE. An overview of ACE is provided, as well as information on the ACE Secure Data Portal, current ACE features (account management, reports tool, Periodic Monthly Statement (PMS), Entry Summary, Accounts and Revenue (ESAR) A1, etc.), future ACE features (ESAR A2, Cargo Control Release), and additional ACE resources. 2. ACE "Topic" Document: Running ACE Portal Reports
CBP has posted an ACE "Topic" document entitled "Running ACE Reports," which provides instructions on how to run ACE Secure Data Portal reports using the new ACE reports tool. According to the document, ACE portal users have many report options when selecting the "Reports" tab in ACE. These options include over 100 downloadable and customizable reports for use by importers and brokers and over 20 reports for carriers. Among other things, this document provides instructions on running a report, adding data elements to a report, scheduling a report, and exporting a report. 3. CBP Posts TSN's ACE Trade Ambassador Contact List
CBP has posted a list of Trade Support Network's ACE Trade Ambassador contacts to its Web site. ACE Trade Ambassadors are local trade members (e.g., brokers, importers, vendors, sureties, carriers, etc.) that can provide guidance on ACE. Note that the list only provides the Ambassador name, business process, company, and business sector. To contact an Ambassador, the trade must send an email to trade.support.network@dhs.gov. Proposed Rule on 10 2. CBP has issued a press release announcing the January 2, 2008, publication of its proposed rule to require Security Filing (SF) information from importers and additional information from carriers (10 2) for vessel (maritime) cargo before it is brought into the U.S. (See today's ITT, 08011105, for Part VII in a series of BP summaries of the proposed rule, with links to previous parts.) Nationwide mandatory e-manifest on Feb. 11, 2008. CBP has issued a press release stating that truck carriers will be required to electronically submit manifests detailing cargo and carrier information to CBP prior to arrival at Alaska land border ports beginning February 11, 2008, marking nationwide implementation of mandatory e-manifest filing. New client representatives for ACE in MI, CA, and NY. CBP has issued a press release stating that by January 2008, it plans to add 11 new client representatives across three new offices in Detroit, MI, Otay Mesa, CA, and Champlain, NY to provide additional customer support as CBP continues to implement the Automated Commercial Environment. Marijuana seizure in cargo at Bridge of the Americas. CBP has issued a press release stating that officers working at the Bridge of the Americas commercial cargo facility recently made a 789-pound marijuana seizure. The drugs were concealed within a shipment of decorative pots and vases. Seizures of Aqua Dots in Seattle. CBP has issued a press release stating that during three weeks in December 2007, CBP officers in Seattle intercepted several large shipments of toy Aqua Dots. The toys, manufactured in China and containing butanediol, had been recalled by the Consumer Product Safety Commission. LA/LB $14 million seizure in counterfeit merchandise from China. CBP has issued a press release announcing that CBP officers and import specialists at Los Angeles and Long Beach ports recently seized several shipments arriving from China containing counterfeit handbags, tote bags and wallets. The goods had an estimated manufacturer's suggested retail price of $14 million and an estimated domestic value of more than $300,000. Various documents on the proposed construction in El Paso. CBP has posted various documents regarding its proposed siting, construction, operation, and maintenance of sensor and communications towers; vehicles, supporting infrastructure components; and technological improvements to existing facilities for CBP along approximately 73 miles of the U.S./Mexico international border within the El Paso Sector, Texas. CBP has issued a press release announcing that four of nine car lanes at the Paso Del Norte port will close on January 7, 2008 as port expansion proceeds. CBP states that border crossers may wish to consider using alternative crossing points including the Santa Teresa port of entry.
