CBP Issues New C-TPAT Minimum Security Criteria, Implementation Plan for Air Carriers
U.S. Customs and Border Protection has posted its new Customs-Trade Partnership Against Terrorism minimum security criteria for air carriers. CBP has also posted its implementation plan for the new criteria.

CBP states that it has worked closely with the Transportation Security Administration to ensure that the minimum security criteria compliment current TSA regulations.
In addition, where an air carrier does not control a specific element of the cargo transportation service it has contracted to provide, such as an airport terminal, direct handling of cargo containers or Unit Load Device (ULD), or processes subject to these criteria, the air carrier must work with these business partners to ensure that pertinent security measures are in place and adhered to.

Implementation Schedule for Existing Members and New Applicants
The new minimum security criteria for air carriers is effective as of November 14, 2007.
For those air carrier currently enrolled and certified in the C-TPAT program, all of the minimum security measures outlined in the criteria will have to be implemented within 120 days from November 14, 2007.
Air carriers wishing to enroll in the C-TPAT program must meet these new minimum security criteria in order to achieve certification.
(CBP has previously implemented C-TPAT minimum security criteria and implementation plans for customs brokers, sea carriers, importers, U.S./Canada, U.S./Mexico highway carriers, foreign manufacturers, rail carriers, marine port authorities and terminal operators, and Mexican long-haul highway carriers.)
