CBP to Soon Move to a New Administrative Message Process for Trade Users of All CBP Commercial Systems

U.S. Customs and Border Protection has issued an ABI administrative message announcing that CBP will implement a new administrative message process to communicate to trade users of all CBP commercial systems.

New Message System to be Implemented No Sooner than 30 Days from Nov 3rd

Upon implementation of this new broadcast messaging system, called Cargo Systems Messaging Service (CSMS), ABI will cease issuing global messages via the existing administrative message application (MR).

CBP expects to implement this new administrative message process no sooner than 30 days from November 3, 2007.

CSMS to Broadcast Messages to Users of All CBP Automated Systems

CBP states that currently the only automated commercial system with administrative message capability is the Automated Broker Interface. CBP has no broadcast mechanism for other commercial systems such as ocean/rail manifest, air manifest, and e-Manifest: Truck.

CSMS will introduce the capability for CBP to broadcast messages not only to ABI users, but to users of all CBP automated commercial systems.

CSMS to Offer Information from CBP via Email and Web Site

CSMS will offer the trade community two ways to get information from CBP - information will be distributed to subscribers to the CSMS list serve and will be posted to the CBP.gov Web site.

Any member of the trade wishing to get messages via the CSMS list serve system will be required to subscribe (the link for the subscription page will be provided at a later date).

Subscribers to Choose Subject Areas, Frequency of Messages

CBP states that subscribers will be prompted for their email address, password (optional), and an indication of the subject areas in which they are interested. A subscriber may elect to subscribe to as many of the subject areas as they choose. Messages for the desired subjects will be sent to the provided email address. Access to the subscriber profile will permit changes including email address, modification of desired subject areas, frequency of receipt of the new messages, or discontinuation of the subscription.

(When a message is routed, CSMS will assign a message number. The message will then be sent to the email addresses of all subscribers for the designated subject area. The email will include the message number and the title in the subject line. At that time, the message will also be posted to a permanent list on CBP.gov identified by the date and time of issuance, message number, title, and designated subject area(s).)

Trade Will be Able to Search Old and New Messages on CBP's Web Site

The CBP.gov list of messages will provide the trade user with extensive search and sort capabilities against date/time, message number, title, and subject areas. Both the text and body of the message will be able to be searched for any desired text string, including use of wildcards.

Messages issued under the current ABI administrative message system will be converted to the CBP.gov list and will continue to be available via ABI administrative message query application MI.
