U.S. Customs and Border Protection has posted to its Web site a notice announcing the opening of the tariff rate quota on mixes and doughs as provided for in HTS Chapter 19, Additional U.S. Note 3 for fiscal year 2008.

1. FY 2008 Mixes and Doughs TRQ Opened October 1, 2007
According to CBP, this TRQ opened on October 1, 2007 and the TRQ level for all countries except Mexico is 5,398,000 kg.
CBP's notice lists the related HTS Chapters 19 and 99 tariff numbers, and states that imports from Australia, Bahrain, Canada, Chile, Dominican Republic, El Salvador, Honduras, Guatemala, Jordan, Mexico, Morocco, Nicaragua, and Singapore are not subject to additional agricultural safeguard duties under HTS heading 9904, and should be presented as a type 02 entry using the high rate (over-quota) tariff number provided for in HTS Chapter 19 without the HTS Chapter 99 tariff number. Such entries must be reported through the quota module of the Automated Commercial System (ACS).

2. CBP Answers Question About Reducing Wait Times at the Border
CBP has posted to its Web site its answer to the question "What is CBP doing to reduce wait times at the border?" CBP states that it is (1) working with its partners in the General Services Administration (GSA) and state governments to upgrade and expand port facilities so they better accommodate their current and future functions, (2) trying to ensure that all locations are fully staffed during peak hours, and (3) recommending that frequent travelers participate in CBP's "Trusted Traveler Programs."
